Minutes

Call to Order: President Dean Meredith called the meeting to order at 7:30pm.

Mayor Clarence Harmon joined the meeting and gave the following report:

He said that they were trying to streamline permit systems, and maybe even put permits on-line. Chase Park Plaza opened with five theatres, and they are building a library and parking facility in the Central West End. ConnectCare - they are trying to make payments, the current system is operating with federal funds. He said he thought the city did a good job on ice and snow with the resources they had. Police issues relating to audit, some things we need to get a handle on. Arena: he said the city waited for 14 months for a deal to materialize and they couldn't make the deal, so the city proceeded with a plan. There is sincere interest from several companies to locate on the site. The agreement with Balke is if they don't develop the property over a certian period of time, then the city takes it back.

Tornado sirens will be installed later this summer. There has been no citywide housing plan since 1947. He hopes to change this. Two properties will be taken down - 6448 Nashville and 6421 Lloyd. City puts emphasis downtown because it is necessary for the city. Trying to make downtown more residential. We have not forgotten neighborhoods, he reported, new housing and renovations are being done at a record pace.

Mayor Harmon said he was in favor of both tax increases that have come up in his term: school tax and city bond issues. Legislation is pending to make companies liable for abandoning buildings. Property rights are very strict and tough to deal with.

Mr. Harmon said he had not heard from the Cardinals about a new stadium, they have not approached him for money.
