Kingsbury Square Association Board of Directors Meeting Minutes

February Monthly Meeting

Meeting Summary:

Old Business:

- Minutes of the January 25 meeting were read, motion to accept made, seconded and accepted.

- Treasurer's Report by Sharma was made:

- Current Dues:
All KS Association annual dues bills will be mailed February 24.

- Delinquent Dues:
Several homeowners are delinquent in past dues not paid. Two are making good on their outstanding bills. However, four have not responded even after several communications and in two cases not even responding to registered mail notifying them of the Board's ability to place liens on their property. One lien is already in the process of being placed on property. The Board voted unanimously to proceed with the placement of liens on the three other homes. Notice has been given to all KS homeowners regarding the Association regulation that liens can be placed on property for nonpayment of annual dues. All four parties involved in the lien placements are at least 2½ years in arrears.

- Snow Removal contracts were reported on by Torstenson. 18 companies have been contacted to bid on the contract. Only 4 of the 18 have chosen to bid. The majority of companies do not wish to bid due to the complex nature of the job (e.g., too many driveways, very short turnaround spaces) that would require special equipment that they do not have. Bids for plowing range from $1,500-$5,000. Bids for salting are much higher than in previous years due to the enormous spike in cost of salt/snow melt. The KS area requires approximately 5 tons of salting materials each time. Currently price per ton is $400 while previously it was $250 per ton. Torstenson was given a unanimous Board vote to proceed with the bids and to choose the best company with a reasonable price. One bidder also would offer individual homeowners' contracts to shovel their driveways and/or sidewalks and porches when the snow is less than 4 inches (current required amount for Association responsibility of driveways and streets).

- Architecture & Maintenance was reported on by C. Kerz. Kerz provided copies of the letter being sent to the 20 homeowners on the north side of Westminster involved in the back fence replacement. The letter reviews the issue, the history of discussions with Metro (Bi-State) and the current need. Further, it invites all homeowners to a meeting on March 7 to be chaired by Kerz and Robinson to discuss how each homeowner will replace his/her fence. One set of owners have already had their fence replaced and will not be participating.

New Business:

- Board Insurance exploration and information was reported on by Barack. He reported that at one time the KS Board did have Association liability insurance. Why it did not continue is unknown. He will provide further input on both Association liability and bonding as the information becomes available.

- 2004 Annual Meeting should be held in September (according to Association regulations). Barack asked that we make sure that a slate of officers is available in August in preparation for the September meeting and that we consider grooming others to replace and augment the current team. Also Barack asked that each Board officer and service captains develop job descriptions/tasks to be performed by each. These descriptions would provide continuity in job responsibilities including valuable information for each task readily available to incoming officers and captains. The descriptions would also provide KS members with specifics regarding these positions so that new officers and captains can be recruited.

-Proposed DeBaliviere street sign indicating Kingsbury Place were described by Barack. These signs would be similar to those posted on Kingshighway along the west side of BJC hospitals. They are well lit, large lettered and extend over the street for clear visualization. However, payment for the signs seems to present challenges. Often government provides 2/3s of the cost of such projects.

- Several Board members suggested looking into speed bumps on the south alley behind Kingsbury and on Kingsbury and Westminster Places to deal with the increasing number of speeding vehicles through the neighborhood. City funding would undoubtedly present problems.

- Additionally, the issue of redirecting traffic down the Kingsbury alleyway was discussed. Closure of the short feeder street from McPherson to the alleyway due to the new housing development on McPherson will create a one way traffic pattern on the alleyway which is the driveway for most of the Kingsbury Place residents into their garages. Also, the question of emergency vehicle ingress and egress limited to one way traffic in the alleyway was discussed.
