Kingsbury Square Association Board of Directors Meeting Minutes

June Monthly Meeting

Date: June 27, 2004

Place: Brancich Residence

Time: 10 AM

Attendees: John Barack, Molly Rater, Karun Sharma, Val Torstenson, Rodney Robinson

Meeting Summary:

Treasurer's Report: Karun reports that 11 more residents have paid dues, about 90% collected. The lien placed on one resident's property will be lifted since dues were paid and liens are in the process of being placed on 2 other persons' properties. Agreed among those present that we should continue to pursue liens only after dues are more than 2 years delinquent.

Total assets between 2 associations $56,000 (This total may be misleading d/t many of these funds earmarked for future projects). Karun reports that we have not been billed for lawn service from Rogers lawn care. Val to contact Rogers about billing.

Discussion about hiring bookkeeper for KS finances since it is such a big job for a volunteer: John will contact 2 resources and Molly will contact one and will present bids at next meeting. Discussion ensued about whether or not we have to have residents vote on hiring of bookkeeper since we will be using KS funds. John states that we do not have to have residents vote on hiring of bookkeeper. It is in our realm to hire contractors to provide a service, according to by-laws. John also suggested that we charge a fee to title companies when asked to research dues payment history on a residence. He thought $10 was appropriate and should be paid to person doing the research (treasurer). There was also a discussion about paying our treasurer for work done. Val questioned legality of paying a board member.

Landscaping report: Val reports that she will contact Rogers about billing and about planting and maintaining planters. They have agreed to do this. Overall, we are satisfied with lawn service. Val to contact Gartland about sprinklers in park since some residents have complained that they are not being turned on.

Architectural report: Rodney has drafted a cover letter reviewing importance of maintaining personal yards (weeding/pruning). Board suggested that consequences of non-compliance with architectural committee be included in this cover letter. John has noticed that many residents are doing work on their homes without approval of committee. According to by-laws, we can ask residents to "undo" work that has not been approved. John added that most of work done has been positive. Rodney showed board members copies of notices to be sent to be residents about architectural recommendations. Overall, board members agreed that notices looked great. Rodney to correct a few typos and proceed.

Fence report: Progress has slowed d/t Bi-State garage manager possibly agreeing to help residents with cost. Both garage manager and Bi-State manager want to be invited to a KS meeting to develop a relationship with us, according to Rodney.

Lighted street signs on DeBaliviere: Martin Jaffee has approached John about lighted street signs (like on Kingshighway) for DeBaliviere. Jaffee has proposed that we pay for KS street sign but that we could finance it through him. (Estimated cost around $3,000) Board members were generally positive about this issue since so many people have trouble finding our entrance. Members felt that 5 conditions must be met before we go ahead with this:

1. Cost not to exceed estimate or percentage of estimate
2. All 3 side streets off DeBaliviere have these signs for consistency
3. Approval of what it will look like, i.e.,artist's rendering
4. Approval of money to be spent by residents at annual meeting
5. Maintenance/repair paid by City

Website Report: Bylaws for KS I and II in process of being added to website.

Skinker-DeBaliviere Meeting Report: Molly attended May 10 meeting. Much talk of proposed dog park for S-D area. Proposed site of NW corner of Pershing and Des Peres contested by many. Continued discussion of Metro-link construction and trucks not complying with planned routing.

Westminster/Laurel Gate: One resident's teenage daughters are consistently leaving gate unlocked and having friends coming through gate late at night and loitering. Rodney knows mother and will talk with her before we pursue changing lock.

Planters: Molly acted on one resident's suggestion that planters on Laurel be moved further away from curb. She called Larry Isom, Neighborhood Stabilization Officer and left a message and planters were moved about a week later without him calling to get details. Gate on Kingsbury and Laurel is now blocked. Molly to contact M Jaffe to ask if planters have to be moved to allow gate to be opened.

Meeting date: Next board member meeting set for Aug 1st at 10:00 am. We will need to plan for annual meeting. Annual meeting date to be set in Sept. We have traditionally had meetings on Sun. Eve, but this is not set in stone. Sept. 12, 19, or 26 suggested as possible dates.
