Kingsbury Square Association Board of Directors Meeting Minutes

January Monthly Meeting

Date: January 8, 2005

Time: 11:00 AM

Place: Brancich Residence

Attendees: Barack, Brancich, Rater, Kerz, Torstenson, Evans, Anderson, Robinson

Old Business:

The minutes of the December meeting were amended to correct the amount of the 2005 annual dues to be $192 not $192.50. Minutes were so approved.

Financial:

It was noted that several KSII residents are not in favor of the 10% increase in the 2005 annual dues. They believe that KSII should be exempt to the increase. The Board decided to rediscuss this issue next year after obtaining updated information on the current costs for KSII driveway expenses.

Kerz reported that the 2005 bills have been mailed. Six KS residents still have outstanding bills totally $2,615 in addition to their 2005 dues. The Board decided to begin the lien process if these outstanding dues are not paid by 2/15. Discussion was held regarding the judicial use of liens specifically for infractions of the KS covenants that are considered most serious, i.e., non-payment of annual dues. Also, the Board decided to impose a $10/month fee for unpaid dues.

Architecture/Maintenance:

Evans reported that the neighborhood survey was completed on 12/4 and 12/11. The results of the survey are being compared to the results of the previous survey. Drafts of standardized letters from the Architecture Committee were presented and accepted by the Board.

Two requests from residents have been received by the committee, R. Garascia and D. & M. Smith. The first asking for approval to change the front door (descriptive brochure was included) and the latter asking for approval to replace a railroad tie retaining wall with cement bricks/blocks. The Garascia request was approved and the Smiths will be asked to provide more information and letters sent out accordingly.

The Board discussed and decided that all current colors on front doors, handrails, and balastrades be grandfathered under the covenant regarding maintaining uniformity in colors. Board decided that from this date forward only the color white will be allowed for front doors, handrails and balastrades.

Evans presented a draft of a form letter to be sent to those residents involved in current maintenance issues observed during the committee's recent survey. The form letter was approved. A suggestion was made that a copy of the covenant article be attached to the letter so that the letter's recipient(s) be apprised of the association's requirements.

Landscaping/Snow Removal:

Torstenson reported that the new snow removal contractor will be immediately contacted regarding the excessive speed of the snow removal trucks through KS streets.

The Board was reminded to refer to the spread sheet developed by Torstenson which clearly spells out the services required and the comparative bids solicited earlier this winter.

Hospitality:

Rater noted that the park Christmas decorations need to be removed. It was suggested that the gazebo lights be left up all year.

New Business:

It was suggested and strongly supported by the Board that the City be petitioned to reduce the speed limit within KS to 15 mph and that street signs be posted along all KS streets. Additionally, it was decided that the City be asked to post a Stop Sign at the intersection of Kingsbury Place and East Kingsbury Square. Rater was asked to contact Alderman Williamson regarding the City's process to effect these changes. The Board is concerned with the safety and well being of the KS residents and our neighbors while walking our streets. Also, the Stop Sign request is based on the cross traffic that now occurs at this intersection due to the opening of the Kingsbury alley and the subsequent through-traffic.

Due to the relocation and resignation of the Board's Secretary, Rater and Torstenson will act as interim secretary.

Meeting will be held at the Kerz residence, 5745 Westminster Pl, on Saturday February 19 at 1 PM.
