Kingsbury Square Association Board of Directors Meeting Minutes

January Monthly Meeting

Old Business

Minutes were reviewed for March 19, 2005. Voted to approve. Minutes for May 28, 2005 reviewed and approved.

New Business:

2005 MO State registration for the KS Neighborhood Association has been filed.

The lampposts in the neighborhood were painted thanks to Gayle Evans call to City Citizens Service Bureau and put in the requests for this work.

A yahoo group has been created for Kingsbury Square Association. It opens the door for managing databases, information, events, contacts, & news. It also creates easy access to neighbors and will offer people an opportunity to communicate about issues in the neighborhood. Only members will be able to access the information on the group. The only way to join is to be invited by the group. We will develop an announcement about the group with an email for those interested to inquire so that they can be invited to join.

Treasurer's Report:

All but 2 people have paid neighborhood dues and liens have been filed on the properties for these two people. I person has paid half of the dues owed and plans have been made to pay other half. There was a letter received from one prior dues

KSII currently has a balance of $17,294.86. 2.7 interest rate has increased from the previous rate.

No changes to the CD's have occurred.

KS currently has a balance of $16,531.59.

    Expenses
  • $2076.00 was paid to O'Connor Insurance Agency for KS board insurance.
  • A1 lawn service was paid $1775.55
  • $300.00 was paid for attorney fees regarding the recent liens.
  • $504.00 was paid to Al for grass maintenance.

Securitas sent a bill to us in June that is questionable. Rater called Patty Chase and could not verify what services the bill was for. Patty is apparently going to take care of this.

A letter from the attorney was received indicating that the rate for fees is going from $175.00 to $200.00 per hour as of August I".

Architecture/Maintenance:

KS Il will be resealing their driveway in August. An estimate will be obtained for the resurfacing.

We will get bids for the repainting of the rod iron fence on Laurel that also wraps around to the alley of houses on south side of Kingsbury Place. This includes the gates at the end of Kingsbury Place and Westminster. The board also discussed that we need to figure out who is responsible for each portion of the fence.

The Alderman was called about getting the gazebo repaired and painted. We are now considering calling the same City Citizen Service Bureau to request this work to be done. Gayle indicates that there was an assessment/inspection done by the city prior to the end of the last fiscal year. A work order is in place. Apparently the wood is a special kind of good quality wood that needs to be ordered and since it was done at the end of the fiscal year the work order was carried over.

Table of all the property repairs that need to be completed in Kingsbury Place was created with a checklist to indicate when the repairs have been completed. This table was used last Saturday by Marvin Anderson and Gayle to start the summer reinspection of properties that need repairs.

Modification requests submitted from several property owners. Please refer to the submitted report by Gayle Evans. The board indicated that the architectural committee can continue to make decisions to approve the modifications with the ongoing report of the changes being made to the board as they are submitted and approved.

Discussion about the possibility of amending the rule that property owners are not able to paint their door color. This means the color of the paint around the panel strip of the door does not have to be white with a clause that the color must be a traditional exterior paint color. A chip must be submitted for approval by the committee. The committee will agree on the color range for the doors.

The center portion of the park has been trimmed.

Issues for September Meeting:

The annual meeting will be set for the third Monday September 19, 2005 at 7:00 PM.

Increasing participation for board: Another offer other than contracting out the responsibilities for the board is to offer a service requirement to the property owners and if they are unwilling to participate then assess a fee. There is concern about the management of this type of practice. A suggestion was made to go on a recruitment drive to get property owners to participate throughout the year. The statement needs to be communicated that the property owners involvement in the neighborhood association is needed to maintain the value of our properties and our neighborhood.
