Old Business
The minutes were reviewed and approved from the July 23rd meeting.
New Business:
Yahoo group flyer developed for distribution.
We decided to issue a gate key to the Fan-Du family. We will issue keys on a special request to the officers. We will check the keys out for a period of 60 days and there will only be 3 keys out at a time to control access to the gate. If the lock has to be replaced for any reason at all then the fee will be assessed to those who have the key checked out at that time.
Dan Schesch joined us and reported that there was a special sales tax passed in the entire St. Louis region. It is a greenway tax and it is now called the great rivers greenways. Half of the money goes to them and half goes back to the cities for greenway enhancements. Greenway has come up with a map for proposed greenways throughout the entire St. Louis region. It will be a 10 foot wide asphalt strip for biking walking etc. preferably to be run around the borders of existing parks. Two are proposed to touch our area. St. Vincent greenway is supposed to start in Forest park at the visitors center and go north along Debalieviere up Ruth Porter park then cut west in two places through Wellston to UMSL and Ramona Lake Park in Berkley up 270 west of Hanley. This will be about 7 miles long. Landscaping and planning take into consideration the possibility of crime so that there is lighting and visibility. There will also be a quarter mile strip around Lucier park and a secondary trailhead from Lucier park going down to Debalieveire and then to Forest Park and back up to Ruth Porter park. There is a five year timeframe estimated for the completion of his project.
The second greenway is called the Centennial Greenway and will start at Forest Park go out west to Creve Couer Lake Park and then a connector will be built out to the Katy Trail. This greenway is proposed to be 21 miles. They originally planned this to start at Forest park up through Des Peres through the transit plaza at the metro link thru the future North Washington University campus and will then connect to Vernon. At this point the Des Peres section was dropped and there are currently members on the advisory board fighting to get Des Peres back onto the plan. Otherwise we may just get a neighborhood connector to the greenway. There is an eight to ten year timeframe proposed for this project.Upgrade of street crossings and visibility strips for safety will be part of this project.
A greenway committee has been organized.
Treasurer's Report:
We received the last half of the dues from the person that still owed half of their past due amount. Only two outstanding dues remain. The liens have been issued and they have 30 days before the attorney will file suit against the person that owes the most (four years behind). The other property owner will remain at the lien state because the judge does not want to charge fees higher than the past due amount (2 years behind). The amount continues to increase and if it gets high enough so that there will be more than fees charged, we will issue the bill.
Transferred the 198 X 2 $5376.00 total from KS2 to KS Association
KSII currently has a balance of $12,325.85.
The current balance for the KSII CD balance $17,061.20.
KS Association currently has a balance of $21,767.86.

Architecture/Maintenance:
The Gazebo is painted and fixed in the park.
We will reinspect properties that need to be repaired. We will send out notices according to the table that was created on repairs that need to be made and still have not been completed. We will copy the bylaws indicating the board’s right to enter onto properties that continue to remain out of compliance and indicate that we will begin pursuing this action to get an estimate for the needed repairs and then will bill them for the work that is performed. We will also notify them that as a preliminary course prior to getting an estimate for the property repairs, we will call the city code inspector. Dan has a contact Ron Stevens, House Inspector and will pass the number on to us. We will inquire about whether or not there are any violations according to the current repairs that need to be completed. We will also inquire about the routine neighborhood inspection that the city is on to find out when the next neighborhood wide inspection is scheduled and will request this. Then we will send out a notice to property owners to let them know about the city code neighborhood inspection to validate Association’s identification of current repairs that are needed in the hope that this will motivate them.
We will also consider sending a representative to personally approach property owners who have a history of needing to set up a plan for financial reasons and inquire about what is going on to find out if they have special needs.
Issues for September Meeting:
The annual meeting will be set for the third Monday September 19, 2005 at 7:00 PM at the Winter Garden meeting room.
We will invite Alderman Williams.
We will invite the Jaffe’s.
Dan Schesch will be our guest speaker.
Points of Discussion:
- Election of new officers. To take effect immediately. We will send out a notice announcing the election and any candidates.
- Architectural repair issues: We will open up for discussion that property owners are not making repairs and ask for consideration of including in the bylaws the board’s ability to charge fees to people who are not making their repairs.
- Holiday party decorating planning.
- Increasing Participation for the Board.
Landscaping:
There is a question about whether or not the sprinkler system is working correctly. The settings seem to be correct but there is no water coming out. Clare says that she will check on this.
