Residential Parking Statistics



During the Programming Phase meeting June 20th, a request was made of the consulting team to review residential parking statistics that were collected by volunteers. These statistics included the type of residential use (1 family, 2 family, 4 family, etc.), and the type of parking provided on the individual properties. Parking spaces were designated as garage or pad parking, and a designation of NF was used if the parking spaces were, in the reviewer's opinion, not functioning as parking spaces. This designation is typically used where a garage or parking pad is used for storage or if there is no gate or operable garage door to access the parking from the alley.

The analysis of the residential parking in the area is summarized on the following spreadsheet. The spreadsheet used the NF designation combined with properties with no parking on site to create the total number of properties with no parking provided. Additionally, a second column was created to identify the amount of properties that could be categorized with inadequate parking spaces. This column was created by using the standard of 2 parking spaces for single-family residential properties, and one space per unit of duplex or other apartment building types. This "inadequate" category includes the properties with NF or no parking.

Using 1.5 spaces per duplex unit could be another standard used for duplex buildings since many of these may be owner occupied (with 2 cars) and a renter for the second unit (with 1 car). This 3 spaces per parcel is possible to achieve on most residential property widths in the area. Garage, dumpster, and utility pole locations may be a more limiting factor on some individual properties in the area. Clearly using greater on site parking requirement standards will further increase the parking deficiencies shown on the spreadsheet. The situation is worse yet for multi-family buildings.

Other factors that could affect these residential parking statistics is the actual building use. Many of the duplex building may be used as a single-family residence. This could reduce the parking needs for an individual property. Ownership of the property could also affect how parking is provided and used by the resident. There are at least 89 residential properties (19%) that are rental in the two neighborhoods. A larger percentage of these rental properties are located east of Grand, which corresponds to the statistic of a greater percentage of properties with inadequate parking also east of Grand.

Solutions to the Business District parking problems could be partially solved by increasing the on site parking requirements for residential properties on the adjacent blocks. This would likely be as unpopular as some view the demolition of residential buildings. Additionally, even if all residential properties in the area were to have adequate parking, it is difficult to regulate or mandate residents to actually use their own on site parking spaces. This is evident by the 52 existing properties (11%) categorized as having non-functioning parking spaces.

Residents will need to assess which combination of parking solutions will be the least intrusive. The next phase of the parking study will present both policy and physical design solutions to address the parking problems defined in the Business District. It may be that increasing residential parking requirements could offset some of the need for business owners to acquire residential property to demolish for surface parking lots.
