As the South Grand Business District grows and changes, so do the strategies for addressing parking. Alderman Ken Ortmann, 9th Ward and Alderperson Jennifer Florida, 15th Ward have each designated $8,000 from their community development block grant (CDBG) funds to pay for a parking study for the South Grand Business District. The Study will encompass the area between Crittenden Street and McDonald Avenue and Arkansas and Spring Avenues, parts of both the Tower Grove East and Tower Grove Heights neighborhoods.
Both neighborhoods and the South Grand Business District have chosen three representatives to participate in the South Grand Parking Study Steering Committee. Both of the alderpeople are also members. The Steering Committee is working with Ray Lai, a senior planner for the City of St. Louis Planning and Urban Design Agency, to develop a Request for Proposals. The Steering Committee will also assist in choosing and overseeing the firm or consultant that does the Parking Study.
In November 2001, the South Grand Steering Committee and representatives of the City of St. Louis conducted interviews with two consulting teams. The Steering Committee advised City representatives of their choice and a few days later Art & Architecture, Inc., working with Strategic Impact, Inc. and The Williams Group, Inc., was chosen as the consulting team to conduct the Parking Study.
