BAC serves as a liaison between businesses and all City departments. The agency facilitates the permit process and coordinates with area development agencies that offer technical and financial assistance to businesses for expansion, relocation, renovation or acquisition. BAC also promotes communication between businesspersons and government officials.

St. Louis CIN offers Internet access, training, public access computers, and a broad range of technical assistance and internet services to St. Louis city departments, community organizations, and small non-profits. A comprehensive web site has been developed for the City of St. Louis with over 120 individuals, city departments, and organizations contributing content.

In January 1999, The Greater St. Louis Regional Empowerment Zone was established. It encompasses approximately 13 square miles and includes parts of two states, three counties, three municipalities, and 22 census tracts. It also includes three industrial developable sites not located within the Zone’s boundaries. The goals, strategies, and projects are designed to foster significant economic opportunity in the most distressed parts of the region. Projects exist in five distinct categories: business development, workforce development, commercial/industrial development, neighborhood/community development, and tax incentive utilization programs.

The OSCS provides resources and services to entrepreneurs, including access to financing sources, one-on-one counseling, training seminars, computer technology, a large reference library, business plan outlines, business start-up guides, general business management information, and international trade assistance. The intent of the OSCS is to coordinate federal, state, local, and private resources in an effort to create, retain, and expand businesses in distressed communities and underserved markets.

SLDC is the economic development arm of the City. Its primary goal is to stimulate economic growth by assisting business and industry with location and expansion plans. The agency provides small business loans, revenue bond financing, tax increment financing, tax abatement, site and building location services, Missouri Enterprise Zone information, and business assistance services.
