Adequate Housing for Missourians is an advocacy and action-oriented organization promoting expanded housing opportunities for very low-income families, but providing no direct housing or services. Participation of homeless and low-income people is encouraged. No dues required, only an interest in low-income housing. An emergency home repair program is available for low-income homeowners.

The Red Cross provides mortgage assistance to clients facing foreclosure, according to the following terms: 1) Must be in serious default on mortgage with letter from mortgagor verifying the same; 2) Must provide proof of income; 3) Must provide proof of emergency that caused the default; and 4) Must reside in St. Louis City or County. Red Cross Disaster Services provides food, clothing, and rent to families after a fire to get them resettled.

The Building and Construction Trades Council of Greater St. Louis acts as a go-between for labor and management. It handles disputes between the two groups as well as lobbies for workers’ rights in the construction trades. The Building and Construction Trades Council also negotiates project labor agreements.

The Carpenters’ District Council of Greater St. Louis (CDC) and its more than 13,000 skilled craftsmen serve the eastern half of Missouri. The CDC works continuously to maintain and increase work for its members. CDC also provides the Greater St. Louis area with quality construction, a competitive home mortgage program, and a strong commitment to innovative, creative and progressive leadership. The CDC was chartered on August 6, 1915 and is affiliated with the United Brotherhood of Carpenters and with Joiners of America, AFL-CIO. With the St. Louis Works Partnership, the St. Louis Carpenters’ District Council is responsible for job recruitment and training of public housing residents, TANF recipients and Empowerment Zone residents, for jobs in the construction industry.

Habitat for Humanity provides home ownership opportunities for low-income families with the following qualifications: total family income must be $10-25,000/yr., the head of household must be a St. Louis resident for one year, and no Section 8 is used. The Habitat St. Louis program has been active in the Forest Park Southeast, Ville, and Hamilton Heights neighborhoods. Habitat building blitzes involve people from all walks of life, including the future home owners, who are required to invest “sweat equity” into their new homes. Habitat also operates “ReStore,” a construction material resale shop.

The Home Builders Association of Greater St. Louis began in 1934 when seven builders started the Builder’s Guild. In the 60+ years since, the HBA has grown to more than 1,100 members and is one of the most active local building industry associations across the country. It covers the geographic areas of St. Louis City and the counties of St. Louis, St. Charles, Jefferson, Franklin, Warren, Lincoln, and Washington.

The late Justine Petersen was a leader in developing special mortgages for first-time homebuyers in St. Louis. JPHRC’s programs are modeled after the plan Ms. Petersen created with local banks and community development organizations. At JPHRC, the goal is to help families and individuals reach their goals. They do so by helping low- and moderate-income families and individuals buy homes and build financial assets for the long term. JPHRC also helps low- and moderate-income families establish Individual Development Accounts, matched savings accounts to use when saving for home improvement, home repairs, education, or starting a business.

NHS administers the Code Enforcement Revolving Loan Program, which offers low-interest loans to low-income homeowners who have been cited by the Building Division to make exterior code repairs. The maximum loan is $6,000. Repayment may be waived for elderly and/or handicapped persons. NHS also administers the High Risk Revolving Loan Program, which offers low interest rates to homeowners in the Fox Park and Tower Grove East neighborhoods (Wards 7 and 9).

The Equity Fund is a blend of private business and government started by Civic Progress in 1988 through the Ecumenical Housing Production Corporation that has produced more than 1,300 affordable homes for poor people around the St. Louis area. Companies invest in low-income housing and get tax credits in return. The fund supplies money to neighborhood groups, private developers and others. A new spin-off organization was set up in 1998, Community Asset Management Co. (CAMCO) that manages rental housing and provides social services for the tenants for 10 percent of the rental income.

The SLHA, funded by HUD, owns and operates conventional public housing, manages the Section 8 tenant-based voucher and certificate programs, and develops new public housing. SLHA also administers the placement of persons on the waiting list into housing units as they become available. These placements stress scattered site locations. SLHA also works with the tenant management corporations at Carr Square and at Blumeyer, and with the tenant affairs boards of the other public housing centers. SLHA is actively involved in the HOPE VI-funded revitalization and reconfiguration of the Darst-Webbe and Vaughn (Murphy Park) public housing complexes.
