The Bi-State Development Agency is the major transportation provider for the entire St. Louis metropolitan area. Bi-State operates a multi-modal system composed of over 600 buses on over one hundred fixed routes, Call-A-Ride demand-response vans, and the 17-mile MetroLink light rail line. Bi-State also operates the Gateway Arch tramway system (the elevator to the top), the Arch parking garage, and Downtown-Parks Airport in Cahokia, Illinois. Bi-State is currently exploring opportunities for transit improvements associated with the extension of MetroLink, including development of neighborhood bus transfer centers in the City and County.

RideFinders is the regional rideshare agency serving employers and commuters in the City of St. Louis and in seven surrounding counties in Missouri and Illinois. RideFinders is operated as a public service by Madison County Transit. It is a federally funded program that assists commuters in finding compatible people to carpool with to work. RideFinders maintains a database of 13,000 people interested in the service and 3,700 drivers participate. RideFinders is growing by 3-5% every month.

Citizens for Modern Transit is an advocacy group for improved bus service and MetroLink expansion. The TMA operated by Citizens for Modern Transit provides opportunities for improved publicity of public transit, with main focuses in the downtown St. Louis and Clayton business districts. TMA provides a central resource of transportation to full-time employment, to and from medical appointments, for shopping and other recreational purposes. The TMA helps workers learn about bus service accessible to them, participates in promotional events like Try Transit Week, and assists employers in establishing bus pass vending programs.
