During 1999, the City of St. Louis prepared the Five-Year Strategy for 2000 to 2004.

Developing this plan was a nine-month process involving meetings with a variety of stakeholders, including citizens and neighborhood groups, as well as general and specific issue research by staff, interns and consultants.
