The Consolidated Plan provides the framework for a planning process used by the City to identify housing, homeless, community and economic development resources and needs in order to tailor a strategic plan for meeting those needs. The Consolidated Plan consists of three documents: the Annual Statement that is prepared each fall.; the Performance and Evaluation report that is prepared each spring, and the Five Year Strategy. The City of St. Louis depends upon almost $35 million annually in assistance from the U.S. Department of Housing and Development (HUD) through four major programs addressed in the Five Year Strategy:
