What is a Consolidated Plan?

The Consolidated Plan provides the framework for a planning process used by the City to identify housing, homeless, community and economic development resources and needs in order to tailor a strategic plan for meeting those needs.

The Consolidated Plan consists of three documents: the Annual Statement that is prepared each fall.; the Performance and Evaluation report that is prepared each spring, and the Five Year Strategy.

The City of St. Louis depends upon almost $35 million annually in assistance from the U.S. Department of Housing and Development (HUD) through four major programs addressed in the Five Year Strategy:

In order to participate in these programs, the City must prepare a number of documents:

  • Five year Consolidated Plan. As prepared in 1994, this is a detailed look at trends, issues and recommendations in the areas of housing, economic development, public services, infrastructure and more.
  • Annual Plan. Each summer and fall the city prepares an application that outlines specific programs to be supported in the following year. The 1997 annual plan was submitted to HUD in November of 1996.
  • Annual Performance and Evaluation Report. This is prepared each spring in order to describe what was accomplished the previous year, and to assess progress in carrying out the overall strategic plan. View Annual Reports from 1996, 1997 or 1998 Draft.
