Welcome to the Five Year Strategy

The City of St. Louis has prepared a Five Year strategy for 2000 to 2004.
In 1999, the City of St. Louis received approximately $35 million through Community Development Block Grant programs. This plan examines the needs for these funds in the City of St. Louis and presents a series of short-term and long-term recommendations to address those needs.

Chapter 1 - Introduction
This is a five-year strategy for the City of St. Louis, prepared in accordance with the U.S. Department of Housing and Urban Development’s Consolidated Plan requirements.
Chapter 2 - St. Louis: Ready for a New Millennium
Five years after the publication of St. Louis’ original Five-Year Consolidated Plan, there is evidence that the City is making progress towards its goal. Changes are taking place, with positive outcomes and significant implications for the coming decade.
Chapter 3 - Needs, Strategies, and Priorities
As the descriptions in this chapter demonstrate, the City is providing the leadership, the organizational structure, policies, and people that will enable St. Louis to achieve its potential.
