St. Louis Community Information Network 2002 Accomplishments
Our day-to-day operation supports:
60+ department and division web sites
600+ email account holders and dial-up users
40+ neighborhood webmasters
80+ not-for-profit organization webmasters
In 2002 the CIN web site averaged:
- 450,000 page views per month
- 5 million page view per year
- 3500+ yearly email requests
Much of the local web site traffic is generated by users on the following corporate networks and institutions: A.G. Edwards, Bank of America, Boeing, Fleishman, Edward Jones, Maritz, Monsanto, Pharmacia, Washington University, University of Missouri Systems, Fontbonne College, Southern Illinois University, and St. Louis City Government.
In addition, in 2002 we have accomplished, with the help of interns and PDA Research Department staff, the following selected projects and applications:
- Internet Based Mapping.
With the help of GIS Solutions, Inc. we have nearly completed the internet based mapping system. Users can now dynamically generate maps on line to learn information about vacant buildings, lead, brownfields, and illegal dumping. Internet based dynamic mapping has also been implemented for the History project and utilized for the display of census data.
Image Database. An on-line database prototype has been built that gives the ability to post, store and retrieve images of structures. When possible images are tied to parcels and can be searched by subject, description, date of photo, topic, etc.
Community Environmental Resource system (CERP). The environmental monitoring on-line mapping system is nearly completed.
St. Louis History Project. Together with PDA Cultural Resource office and Research division staff, consulting help from O’Donnell Communications, and GIS Solutions, Inc. and countless interns we completed the "Mound City of the Mississippi" web site. The site chronicles the history of St. Louis back from the 1700s to present times. The project was funded by the State of Missouri, Department of Natural Resources, Historic Preservation Office.
Inactive Voter List. Web enabled list to search the 60,000 names listed in the inactive list for the Board of Election.
Circuit Attorney’s Web Site and Case Tracking. A new web site was designed and developed for the Circuit Attorney’s Office. The case tracking application developed is searchable by neighborhood, judge, and defense attorney.
St. Louis Agency on Training and Employment Web Site. Designed and implemented new web site and trained SLATE staff for ongoing maintenance.
Redesigned Alderman and Ward pages. New interface created to better integrate with overall site design. Created new ward maps to reflect new boundaries.
Update All CIN Databases To Reflect New Redistricting Boundaries. Updates required for Address Locator, Ward and Alderman pages, find elected official and polling place, and other geographic application.
Mayor’s Office Web Site Enhancements. Developed dynamic Business and Neighborhood Column Applications, Year-End review picture gallery, Olympic Torch Route, Holiday Card contest.
Health Department Web Site. Designed and implemented new web site and assisted staff in updating the site.
Neighborhood Stabilization Web Site. Designed and implemented new web site and assisted staff in updating the site.
St. Louis Development Activity Web Site. Updated and expanded listing with assistance of summer interns. Redesigned functionality and interface.
Supply Division Web Site. Designed and implemented new web site and integrated list of buyer categories and bid notices.
Operation SafeStreet Web Site. Designed and implemented new web site.
Contractor Assistance Program. Designed and implemented new web site.
Real Estate Gatewood Garden Cemetery. Designed and implemented new web site.
City organizational Chart - updated and redesigned organizational chart
Neighborhood Webfairs. In May and June we held two neighborhood webfairs. The events were a success with 62 neighborhood and technical volunteers participants who developed and updated 17 neighborhood web pages.
St. Louis Connects! Strategic Plan for Community Technology. St. Louis CIN in partnership with America Connects and the Brownbag Technology Collaborative spearheaded several region-wide community technology planning meeting which resulted in a regional community technology agenda. Over 60 not-for-profits, government officials, and business contributed to the process.
Brownbag Technology Collaborative Reporting System. This system was developed to quantify community technology services in the St. Louis area. The application allows member agencies to enter and tally number of people served, classes taught, number of public access computers available, etc. The application was demonstrated recently at a conference in Austin, Texas and received very favorably.
Firewall. With the help of Josh Restivo, an intern from the New Jersey Institute of Technology, we enhanced security for all three development agencies by implementing a firewall solution.
SQL server. Obtained complementary SQL server license from Microsoft and migrated 90% of access databases and applications to SQL server.
Server Optimization. With the help of Tony Meyers Jr. , CIN established a production and a development server. An older server that had been compromised by virus was reformatted and upgraded to Windows 2000.
URISA Conference. CIN staff presented the papers Issues Surrounding Municipal and Community Based Web Pages and Building an Online Environmental Information System for the St. Louis Region at the Urban & Regional Information Systems Association 2002 Conference held in Chicago.
Global Congress for Community Networking. CIN staff represented the City of St. Louis at this international forum of practitioners, policy makers, and academics interested in using information technology for community building.
Selected Goals for 2003
- Create an on-line GIS portal to display and promote economic development opportunities.
- Build a Data Warehouse of unique data generated by City Departments.
- Increase CIN staffing.
- Diversify funding.
- Invest in Content Management System to streamline content on the CIN web site.
- Enhance look and feel and overall design of St. Louis CIN Web Site.
- Develop Portal Application for easier usability and navigability of CIN Web Site content.
- Develop Boards and commissions on-line database to enhance public engagement.
- Enhance access to neighborhood data through neighborhood web sites.
- Upgrade and Expand Address Locator functionality to expand content available by address.
- Internet Penetration Analysis.
