St. Louis Community Information Network

2003 Highlights

St. Louis CIN has had a busy year in 2003.

Overall, I am pleased with the work accomplished in 2003. Good progress was made given budgetary constraints. If nothing else, 2003 was a year of change for the St. Louis Community Information Network. Here is a brief review of the past year's events and accomplishments.

A new home for CIN. Mayor Slay's commitment to improving the City's technology infrastructure and services resulted in the establishment of the Information Technology Services Agency (ITSA) and the integration of the St. Louis Community Information Network within ITSA. This change is an exciting development for CIN and we anticipate this move will result in an expanded number of City services available on the St. Louis CIN website.

Awards. St. Louis CIN was awarded the 2003 Outstanding Local Government Achievement award in the Innovation in Local Government category by the East-West Gateway Coordinating Council.

Internet Based Mapping. With the help of GIS Solutions, Inc. and the Planning and Urban Design Agency Research Division, we have implemented an Internet based mapping system. Users can dynamically generate maps on line to learn information about a broad range of topics including census data, environmental concerns, and historic assets.

  1. Map & Data Portal. The Maps & Data section of the Community Information Network (CIN) web site, serves as an interactive website that assembles and maps a variety of data that can be used in neighborhood research by residents, community leaders, businesses and government. Users can map data by a City address or by selected geography and display census variables, point data, and geographic boundaries.

  2. Community Environmental Resource System (CERP). The on-line environmental monitoring system was possible through a grant from the US Environmental Protection Agency (EPA). It was carried out as a joint initiative with the East-West Gateway Coordinating Council. The system allows users to map and download data on vacant buildings, illegal dumping, lead and brownfields for the City of St. Louis and the City of East St. Louis.

New Applications & Websites. Major efforts consist of the following projects.

  1. Criminal Case Data Tracking System. The case tracking application developed for the Circuit Attorney's office is searchable by neighborhood, judge, prosecutor, and defense attorney. Users can track individuals charged with crimes and obtain sentencing information.

  2. Sex Offenders Registry. The sex offender registry application developed for the Circuit Attorney's office is searchable by zip code and lists names and addresses of registered sex offenders who reside in the zip code.

  3. Office of the Comptroller. A brand new website was developed for the Comptroller's Office featuring the Comprehensive Annual Financial Report and the City Telephone Directory.

Community Outreach. CIN's mission to support the community continued this year.
  1. Neighborhood Webfair. Neighborhood volunteers and organization update their neighborhood web pages hosted on the St. Louis CIN website at our hallmark neighborhood webfair event.


  2. SLACO Conference. Another CIN's tradition is to present a workshop at the annual SLACO conference to demonstrate and help community leaders use electronic resources available on the St. Louis CIN website.

Comings and Goings. Joe Frank, the devoted, brilliant and sole web developer staff for CIN left his full-time position in August to pursue a Ph.D. program in Political Science at Washington University. He continues to contribute to CIN on a part-time basis. Thank you Joe for your hard work and we wish you good luck.

Kristi Walker, senior research analyst with the Planning and Urban Design Agency (PDA) and close CIN associate, left her position with PDA to pursue a teaching career at the University of Missouri. Kristi was instrumental in the development of the on-line mapping applications unveiled this year. Thank you for all your contributions.

Two new web developers have been hired and will join the CIN team in January 2004. Michael Lester and Megan Collins, welcome.

Selected Goals for 2004 . Every year CIN sets forth goals for the New Year. This year is no exception.

  • Streamline City departments' ability to maintain their web-site content.
  • Update/overhaul key on-line applications.
  • Develop Portal Application for easier use and navigation.
  • Develop and deploy at least three key new applications.
  • Implement a new tracking system for website usage statistics.
  • Re-establish Internet user groups: City departments and community.
  • Identify and apply for funding opportunities to support CIN mission.
  • Expand on-line GIS portal to display relevant public data.
  • Expand Data Warehouse of unique data generated by City Departments.
  • Enhance access to neighborhood data through neighborhood web sites.
  • Develop partnerships to perform an Internet Penetration Analysis and wireless access census.
