
OPERATING PERMIT MONITORING REPORTS
The Annual Compliance Certification and the Semi-Annual Monitoring Report are the
reporting requirements under the Missouri Operating Permit Program. The annual compliance
report is to be submitted by April 1st following the report period for both Intermediate and
Part 70 sources. The Semi-Annual Monitoring Report is to be submitted by October 1st for
the reporting period of January 1st through June 30th during the same reporting year for
Part 70 sources. The Operating Permit may also require additional reports such as
exceedance reports or compliance plan updates.
Note that Basic state installations as defined in 10 CSR 10-6.065 have received a
variance relieving them of submitting an annual compliance certification (see
announcement).

- For Intermediate Facilities, the reporting requirements can be found in
10CSR 10-6.065 Section (4)(I) which states:
"(I) Compliance Reporting. Operating permit notification forms provided by the permitting
authority shall include a compliance reporting requirement, which shall require a brief
compliance report no more frequently than annually (or less frequently in the discretion of the
permitting authority)."
- For Part 70 Facilities, the reporting requirements can be found in
10CSR 10-6.065 Section(6)(c)1.c.(III)(a and b) which states:
"(a) A permit issued under these rules shall require the permittee to submit a report of any
required monitoring every six (6) months. To the extent possible, the schedule for the
submission of these reports shall be timed to coincide with other periodic reports required
by the permit, including the permittee's annual complicance certification;
(b) Each report submitted under subpart (6) (C)1.C.(III) (a) of this rule shall identify any
deviations from permit requirement, since the previous report, that have been monitored by the
monitoring systems required under the permit, and any deviations from the monitoring,
recordkeeping and reporting requirements of the permit;"
