Mark Jefferies has been employed by the Community Development Agency (CDA) of the City of St. Louis since 1995. Part of the City's Planning & Urban Design Agency, he serves as Environmental Review Officer for the approximately 100 Federally-assisted programs funded by CDA, performing reviews of project activites according to U.S. Department of Housing & Urban Development specifications.
Reviews are performed for compliance with respect to planning and environmental requirements. In addition, Mr. Jefferies assists the City's Planning & Urban Design Agency by providing environmental information and consulting to both Agency and Agency-related projects.
Mr. Jefferies is a registered geologist in the states of Missouri, Illinois and Tennessee, and a member of the National Groundwater Association, Missouri Groundwater Association, the American Association of Petroleum Geologists - Environmental Section, and the American Planning Association.
Prior to joining the City Agencies, Mr. Jefferies worked as a consulting geologist, project managing and performing soil and groundwater investigations and compliance audits associated with chemically-impacted sites. He has worked for the following organizations: Sverdrup Environmental, Inc. of Earth City, MO (1994-1995), Philip Environmental of Columbia, IL (formerly Burlington Environmental, a.k.a. John Mathes & Associates) (1989-1994); and Charles T. Main, Inc. of Charlotte, NC (1987-88).
Mr. Jefferies is presently working, part-time, in the doctoral program in Public Policy Studies at St. Louis University’s Department of Public Policy and Urban Research, where he obtained his Master’s Degree in Urban Affairs in 1997 and teaches a class in environmental planning and risk assessment. He holds an undergraduate degree in Geology from Saint Louis University’s Department of Earth & Atmospheric Sciences.
He has lived in the City of St. Louis since 1977.
