The CATS ALIVE ! Campaign is a cooperative effort by the City of St. Louis Animal Regulation Center, Operation SPOT (Stop Pet Overpopulation Today), and St. Louis County Animal Control to encourage residents to keep their cats inside. A free-roaming cat problem definitely exists in the St. Louis area. Many of these free-roaming cats are not abandoned or feral; they are owned cats who are allowed to prowl.
