Program History
Fulfilling his campaign promise to make City government more efficient and accountable, Mayor Francis G. Slay directed his staff to develop a government performance program that could be viewed as a model for local government. The Mayor himself played a key role by traveling to Baltimore, Maryland to observe its government performance program.
A few months after that visit and after reseaching programs across the United States, the CityView Program was launched. The program started with four City departments:
The CityView team identified several cross-departmental programs that impacted the four departments listed above. These cross-departmental programs developed as separate meetings under CityView. Now, all the departments, including those below not initially in the CityView program, participate. The cross department programs are:
- Lead Abatement (Building, Health, LRA)
- Demolition (Building, LRA)
- Problem Properties (Building, City Counselor, City Courts, Neighborhood Stabilization, Police)
As mission statements, goals and performance metrics evolved, the Mayor met with the Chancellor of Washington University and opened the door for a formal partnership between the two organizations.
Within six months the first formal meetings began in front of the CityView Panel, with most departments presenting progress reports once a month. For departments that are running well and making good progress toward their goals, the time between meetings can be increased to once every three months.
Through this start-up phase of the program, best practice research continued on both government performance programs and departments in other cities to develop comparisons. The CityView team continued to refine the program and materials with the Goal that CityView (and its values) would become part of the culture of St. Louis government.
Within a year, the CityView program has grown to include nine City departments and as many cross departmental programs. The staff grew to two full time analysts and the program is on track to reach its goal of having all operating departments under the Mayor in the program by the end of 2003.
