COLLECTIVE WISDOM: St. Louis License Collector Michael McMillan has put out a report on his first 100 days in office that shows it is making technological leaps.

Among the improvements cited: The office now accepts credit and debit cards at the counters; the website now has downloadable business-license forms; paper records are being scanned into an electronic database; and a fraud hot line (641-8400) has been installed.
