Comptroller
Green Provides Contract Management Training
More than 40 local business representatives filled
a conference room at Harris-Stowe State University for a city contract
seminar hosted by the Office of Comptroller Darlene Green. The seminar
focused on educating and assisting contractors and consultants in
managing their contracts for the upcoming Lambert Airport main terminal
renovation.
The $105 million “Airport Experience” is the largest
capital improvement project at the airport since the new runway
opened in 2006. Comptroller Green wants this project to go as smoothly
as possible and for minority participation goals to be met or exceeded.
“A project of this size means a lot of consulting
and construction contracts for local businesses. I want to do all
I can to ensure regulations are followed so the work is done and
people are paid in a timely manner,” said Comptroller Green.
The Comptroller’s Office assisted in monitoring
contracts during the $1 billion runway expansion and identified
areas where contractor training could improve project efficiency.
Some of those areas include accounting procedures, change orders,
insurance and bonding, and compliance with federal, state and city
regulations.
Fiscal Manager LaTaunia Wilder and Auditor II Leonard
Bell both work for the comptroller at Lambert Airport. Together,
they brought these topics and more to the attention of the prime
and sub contractors to help them in preparing, tracking and submitting
required documents. Representatives from Metlife and Kwame Building
Group, the Airport Experience project manager, also spoke.
Ollie Dowell came to the seminar to learn all she
could about managing her city contracts. Dowell owns Ollie Dowell
Communications, has multiple contracts at the airport and is a graduate
of the business incubator. She said she really appreciates the comptroller’s
proactive approach.
“The comptroller is helping us understand the legal
and accounting terms we need to know to help prevent any kind of
mishaps,” said Dowell. “This is the best thing to happen to me”
since I started contracting with the city.
