Sitting in the heart of downtown St. Louis, Kiener Plaza and the Morton D. May Amphitheater command a dramatic view of the Old Court House and the Gateway Arch. The park’s centerpiece is a pool and fountain containing a statue known as “The Runner” by sculptor William Zorach.
Architecture defines the plaza and amphitheater, adding formality and providing the character needed to be compatible with the surrounding cityscape. Visitors can find quiet seating areas, paths, and lawn areas for leisurely strolls. The cascade fountain provides a focal point and its background sound provides some acoustic privacy from the sounds of the city. Both the plaza and the amphitheater provide a peaceful haven for tourists, conventioneers, and thousands of workers from downtown who routinely frequent the plaza during the lunch hour.
Kiener Plaza is host to St. Louis Cardinal, Ram and Blues rallies and victory celebrations. Concerts, festivals and a myriad of other special events hosted by civic, private, marketing, and not-for-profit organizations all take advantage of the plaza and the “best view in town.”
The maximum capacity for Kiener Plaza and the May Amphitheater is about 3,000 people. The area provides a picturesque setting for festivals, concerts, company picnics, private receptions for conventioneers, fundraising benefits, tailgate parties, pre-game rallies, and marketing events.

The Morton D. May Amphitheater at the foot of the cascading waterfall has a stage that measures 28 x 28 feet. The seating capacity of the amphitheater is 500. There is ample electric along the back of the stage (2 duplex receptacles rated at 20 amps each). Additional programming area is available in the oval area that surrounds the amphitheater stage.
The Overlook Stage at the top of the waterfall measures 22 x 22 feet with a patio area directly in front of the stage that measures 80 x 80 feet. Sidewalk areas on either side of the patio area measure 16 feet with the sidewalk area encircling the Running Man Fountain measuring 25 feet wide. There is a small covered pavilion measuring 25 x 25 feet to the south side of the overlook stage.
Rental Information
- The rental fee for use of Kiener Plaza and the May Amphitheater is $300 a day. No tables, chairs, or other equipment is included in the rental fee.
- The rental fee for weddings is $300 for a four hour time slot.
- A security deposit will be required for all special events held in city parks and will be held to insure that all conditions of this permit are followed. The amount will vary depending on crowd size and type of event. The security deposit will be forfeited in the event of damage to park property, missing or damaged park equipment, failure to leave the park in a clean condition, and/or failure to comply with the conditions of this permit. All trash generated as a result of the event must be removed from the park. The permittee will be billed for any damage and/or excessive cleanup required not covered by the security deposit.
- An insurance certificate of property damage in the amount of $50,000 and personal liability insurance in the amount of not less than $100,000 for injury to one person and not less than $300,000 to two or more persons in each accident is required. The certificate must be an original copy. The following wording must appear on the certificate or the certificate will not be acceptable:
“The City of St. Louis and its employees and agents are additional insureds, and also the Board of Police Commissioners for the City of St. Louis and its employees and agents acting within the scope and course of their employment are additional insureds.”

- If the scope of the event requires additional permits from other City Departments, the Board of Public Service must approve the permit. Once the request form is received, if other permits are required, it will be forwarded to the Board of Public Service and you will be notified what other permits will be required. The permittee is responsible for obtaining all licenses, permits, etc., required in conjunction with their event. Failure to obtain the latter permits three weeks prior to the event may result in the Park Department revoking the park permit.
- The Permittee must make arrangements to pick up any trash, litter or debris from the park grounds generated during the course of the event. All trash is to be bagged and removed from the park immediately following the event.
- Tents and/or cold air inflatables are not permitted unless then can be anchored with sandbags or other means. The plaza is irrigated so staking is not allowed.
- No equipment, vehicles or portable restrooms are allowed on the grassy areas of the plaza due to potential damage to the turf or irrigation system.

- The fountains at Kiener Plaza operate from 8 a.m. to 10 p.m. The fountains cannot be turned on and off for events.
- Any equipment needed in conjunction with an event at a city park should be rented from a private source. The city has limited resources with regard to equipment. Equipment must be delivered and picked up the same day as the event unless setup or cleanup days have been reserved. Failure to remove equipment will result in additional rental fee charges.
- There are no restroom facilities located in Kiener Plaza. Restrooms are to be rented at the permittee's expense as required by health regulations and are to be placed on the paved or concrete areas of the park. The permittee is responsible for the delivery and removal of the restrooms and for any damages that may occur. Units must be delivered and picked up the same day as the event unless setup or cleanup days have been reserved. Failure to remove equipment will result in additional rental fee charges.
- Sanitary facilities (toilet facilities for both men and women and drinking fountains) are to be provided at the permittee's expense for events involving large crowds or when the duration of the permit is such that additional facilities are required. Units must be delivered and picked up the same day as the event unless setup or cleanup days have been reserved. Failure to remove equipment will result in additional rental fee charges.
- Music, sound checks or other amplification are not allowed on weekdays at downtown parks and plazas except between the hours of 11:30 a.m. and 1:30 p.m. and/or after 5 p.m.
- The permittee will be required to hire security (off-duty policemen and/or security personnel from a reputable agency) for events at which anticipated attendance will exceed 1,000+.The company hired must be reported on the request form and you should indicate whether or not the guards will be armed or unarmed. Special permission for security guards to remain in the park overnight is required and should be indicated on the park reservation form.

- The City of St. Louis has contracts with vendors to sell food and beverages at the downtown plazas. These vendors are authorized to be present during the event. You are, however, permitted to use your own vendors or caterers to provide food, beverages, liquor, etc., provided that all necessary permits/licenses are obtained.
- Use of the building in Kiener Plaza is prohibited. Storage of equipment/materials at other parks is not permitted.
- Park sites rented for wedding ceremonies are accepted in "as is" condition. The Park Division will provide its usual cleanup the day or morning prior to the event, but cannot guarantee the condition of the site when you arrive. If special cleaning is desired on the day of the reservation, it is recommended that a private cleaning service be hired. Decorations and/or equipment must be removed immediately following the event.
- Reserved parking can be arranged by contacting Carol Richardson at the Street Department, 1900 Hampton, 647-3111. Once you have obtained the lane blocking permit, you will need to go to the Parking Meter Division, Room 220, City Hall, and give them the parking meter numbers that are affected so that tickets are not issued. Temporary "no parking" signs can be obtained from the Police Department.
