The Planning and Urban Design Agency was created in the summer of 1999 upon passage of Ordinance 64687 to focus on planning for the future of the City of St. Louis. The Agency provides staff support for the Planning Commission and is comprised of four divisions: Planning and Urban Design, Cultural Resources Office, Research, and Graphics/Computer Mapping.
Responsibilities include the review and approval of:
- Chapter 99, 100 and 353 Blighting Studies and Redevelopment Plans that can convey tax abatement and eminent domain powers
- Modifications to the City's Zoning Ordinance and Zoning Map
- Neighborhood and Citywide Plans and Capital Improvement Programs
- Historic Districts and City Landmarks
The Agency also provides advice on Conditional Use Permits, Community Unit Plans, Housing Conservation Districts, Street Name Changes, and many related topics.

Major Functions
- Comprehensive Planning. Continuing to update the Strategic Land Use Plan, the land use component of the City's Comprehensive Plan.
- Environmental Review. Reviewing the envirornmental impact of all federally funded program activities, on a site-by-site basis.
- Neighborhood Planning. Working with many organizations that are devoted to
the quality of life and the prosperity of the City's 79 neighborhoods.
- Urban Design. Overseeing design standards, guidelines, and review processes, as well as major plans such as those for Forest Park and Downtown.
- Cultural Resources Office. Focusing on the historic districts, landmarks, and cultural resources of St. Louis.
- Research. Assembling, analyzing and disseminating information about St. Louis - its people, economy, housing, social concerns and development potential.
- Graphics. Preparing charts, maps and related graphics using Geographic Information Systems and Desktop Publishing software.
