Applicant/Owner: Curley Collins
DEMOLITION PLAN: Demolish 2-story brick building at alley.
PREVIOUS ACTION: 12/11/02 - Director denied application for demolition permit because building was located within a National Register District and building was sound under the ordinance.
STAFF COMMENTS: The building is eligible for the use of State and Federal Tax Credit for Historic Preservation Programs. It is an increasingly rare historic building type and is located in an area where rehabilitation and replica infill new construction is currently being encouraged.

101.22321 #5 WASHINGTON TERRACE (C.B. 5620 - Kingsbury/Washington Terrace H.D. )


Owner/Applicant: Ms Shirley Watts
RESIDENTIAL PLAN: Construct new residential building in local historic district.
PREVIOUS ACTION: At the January 25, 2002 meeting of the Preservation Board, the Board appointed a sub-committee to work with the applicant and the neighborhood to resolve design issues concerning the proposed new construction. The sub committee consists of Chairman John Burse and Ms. Mary Johnson. The sub committee has meet twice and has recommended that the full Board hear its report. The sub committee and Office staff recommend receipt of a scaled elevation of the site and streetscape that will illustrate the proposed new construction in scale with adjacent buildings before any final decision is made by the Board.

At the March 11, 2002 meeting of the Preservation Board, the Board asked the sub-committee to continue to work on design issues related to the project.

STAFF COMMENTS: Per the Kingsbury/Washington Terrace Historic District Design Standards:
"3. Scale: All new, reconstructed or moved structures shall respect and complement the existing structures. The importance of maintaining the scale, size and proportion of the elements within the Historic District must be observed to maintain the architectural integrity. By way of illustration:
a. New, altered or reconstructed residential structures shall not be less than two stories nor more than three stories in height. Floor to floor heights shall complement the existing structures.
b. The first floor elevation shall complement and approximate that of existing structures.
c. The living area of the main residence, as measured on the outside walls, shall be no less than 3,500 square feet, exclusive of the third floor, if any, and exclusive of the garage, store rooms, furnace room and basement, if any.

5. Exterior Materials: The texture and color of basic building materials give continuity to the appearance of the Historic District. These same materials must be used in future changes or new construction as required by the appropriate Deed of Indenture. These materials, brick and stone, are the only ones mentioned in the Deeds for outer walls.

6. Roof Materials: Where visible from the street, roof materials shall be slate, tile, copper or asphalt shingles. All materials shall be in keeping with those presently used on existing residence structures. Bright colored asphalt shingles will not be considered appropriate.

7. Details:
a. Architectural details are an important part of building design. Such details related to new, altered or reconstructed construction need not, and perhaps should not, imitate details on existing buildings in the Historic District, but they should always be compatible particularly with respect to the architectural era.
b. Architectural details on existing structures shall be maintained in a similar size, detail and material. Where they are badly deteriorated, similar details may be substituted.
c. Both new and replacement window frames shall be limited to wood or color-finished metal. Raw or unfinished aluminum is not acceptable. Major windows visible from the street in new structures shall generally have an opening of similar proportion to those of existing buildings. ƒ"

APPEAL OF STAFF APPROVAL

102.0207 1814-16 S. 8TH STREET (CB 372 - Soulard H.D.)


Applicants/Owners: Terry M. and Mary F. Turner
RESIDENTIAL PLAN: Construct three-story, two-family building at alley.
STAFF COMMENTS: The staff has met several times with the owner and with a representative from the Soulard Restoration Group.

The Soulard historic district standards state:
"210 Carriage and Alley Houses The facade of a carriage or alley house which faces the alley is defined herein as a Semi-Public facade."

"301 Public and Semi-Public Facades of New Construction The Public and Semi-Public facades of new construction shall be reviewed based on a Model Example taking into consideration...Site...Mass...Proportion...Ratio of Solid to Void...[and] Facade Material and material Color."

The building that the owner has submitted as a model example does not correspond with the proposed building design in several important elements.

102.0343 4901 TAMM (C.B. 6221 - Francis Park )


Applicant: Robin Murez
Owner: City of St. Louis
PLAN: Install sculpture in park water feature per plans.
STAFF COMMENTS: The applicant wishes to install a sculpture of a mermaid in an existing pond located within Francis Park. The neighborhood and the alderman have written letters of approval.

STAFF COMMENTS: The project is a "Public-Art" project sponsored by the South Grand Business association

COMMERCIAL PLAN: Demolish two story building in City historic district for new construction.
PREVIOUS ACTION: Director denied application for demolition permit because building was located within a Historic District, building was sound under the ordinance, and no redevelopment plan.
STAFF COMMENTS: The owner had previously applied for a building permit for rehabilitation of the existing building, however, the bids for rehabilitation were considerably higher than budgeted and that project was abandoned. The owner wishes to demolish the existing building and construct a new one that will meet the needs of the organization and which will meet the budget requirements. This project has the support of the St. Louis Development Corporation.

PRELIMINARY REVIEW

102.0456 2347 S. 11TH STREET (C.B. 805 - Soulard H.D. )


Applicant: Victor Barrett/New Urbanist Homes
RESIDENTIAL PLAN: Construct an addition at rear and a connected two-story frame garage.
STAFF COMMENTS: Under Ordinance #57986:
GARAGES AND CARPORTS IN NEW CONSTRUCTION Construction requirements per form:
...Garages shall be sided with 4" cover siding of wood, vinyl or finished aluminum, 4" beaded tongue and groove siding, brick or brick veneer. ...Based on a Model Example ...The mass and scale of garages and carports shall be appropriate for their use and shall not visually dominate the main building.

Historically, neither carriage houses nor garages were attached to the main house, and the proposed drawings indicate the connection would be visible from the street.

The applicant has submitted plans that meet the standards except for the following:

  1. A Model Example has NOT been submitted
  2. The standards call for 4" vinyl siding and not the proposed 5".
  3. There are no elevations submitted for the connection between the new addition and garage
