STAFF COMMENTS: Under Ordinance #63327, the standards for Lafayette Square Historic District, the following applies:
206.1 Stone Elements at Public and Intermediate Facades
    Replacement steps shall be one of the following: New or re-used stone duplicating in shape, size and coloration that is being replaced. Precast concrete which replicates the stone in shape, size and coloration.
The staff recommends that the inappropriate wood steps be replaced with precast concrete that replicates the stone in shape, size and color.

COMMERCIAL PLAN: Demolish historic industrial building.
PREVIOUS ACTION: 12/31/01 - Denied by staff.
STAFF COMMENTS: The applicant acquired the site eight years ago for the installation of overhead high voltage electric power lines. Although the lines were installed, the building was then rented back to the former owner for storage. This building was featured in the 1995 Preservation Plan for the City of St. Louis, as a premiere example of a Victorian Industrial building.

DEMOLITION PLAN: Demolish building located within a National Register District. The building is currently owned by the Land Reutilization Authority (LRA). The applicant wishes to purchase the building for demolition and use the site as a side lot. The LRA has agreed to sell the property to the applicant only if the Preservation Board will agree to the demolition plan.

COMMERCIAL PLAN: Demolish building for new construction.
STAFF COMMENTS: Although the building proposed for demolition is non-contributing to the historic district, it is a building constructed in the 1940Ís for ritual bathing for members of Jewish congregations in the neighborhood and therefore may have individual significance. The applicant proposes to construct a new office building for use by a not-for-profit art organization.

COMMERCIAL PLAN: Demolish all but the front facade of building for new construction.
STAFF COMMENTS: The building proposed for partial demolition is an historic synagogue constructed in the late 1920Ís. The owner proposes to demolish most of the building, saving the front faÙade, and to construct a larger theatre building that would contain multiple spaces for use by not-for-profit theatrical organizations.

RESIDENTIAL PLAN: Install vinyl casement windows in second story sunroom.
STAFF COMMENTS: The applicant is replacing storm windows with more permanent casement windows. The windows the applicant proposes to use are not approved historic replacement windows.
The Compton Hill historic district standards state:
"G1. Doors, windows and other openings on rehabilitated structures shall be of the same size and in the Same horizontal and vertical styleƒ"

RESIDENTIAL PLAN: Construct three attached 3-story townhouses.
STAFF COMMENTS: The exterior detailing of the buildings has yet to be finalized, however, the staff has reviewed the design in terms of scale, site arrangement and exterior materials. These items appear to comply with the requirements of the Soulard Historic District Design Standards. The architects and owner will present the final design at the Board meeting.

101.22321 #5 WASHINGTON TERRACE (C.B. 5620 - Kingsbury/Washington Terrace H.D. )

RESIDENTIAL PLAN: Construct new residential building in local historic district.
STAFF COMMENTS: Per the Kingsbury/Washington Terrace Historic District Design Standards:
"3. Scale: All new, reconstructed or moved structures shall respect and complement the existing structures. The importance of maintaining the scale, size and proportion of the elements within the Historic District must be observed to maintain the architectural integrity. By way of illustration:
a. New, altered or reconstructed residential structures shall not be less than two stories nor more than three stories in height. Floor to floor heights shall complement the existing structures.
b. The first floor elevation shall complement and approximate that of existing structures.
c. The living area of the main residence, as measured on the outside walls, shall be no less than 3,500 square feet, exclusive of the third floor, if any, and exclusive of the garage, store rooms, furnace room and basement, if any.

5. Exterior Materials: The texture and color of basic building materials give continuity to the appearance of the Historic District. These same materials must be used in future changes or new construction as required by the appropriate Deed of Indenture. These materials, brick and stone, are the only ones mentioned in the Deeds for outer walls.

6. Roof Materials: Where visible from the street, roof materials shall be slate, tile, copper or asphalt shingles. All materials shall be in keeping with those presently used on existing residence structures. Bright colored asphalt shingles will not be considered appropriate.

7. Details:
a. Architectural details are an important part of building design. Such details related to new, altered or reconstructed construction need not, and perhaps should not, imitate details on existing buildings in the Historic District, but they should always be compatible particularly with respect to the architectural era.
b. Architectural details on existing structures shall be maintained in a similar size, detail and material. Where they are badly deteriorated, similar details may be substituted.
c. Both new and replacement window frames shall be limited to wood or color-finished metal. Raw or unfinished aluminum is not acceptable. Major windows visible from the street in new structures shall generally have an opening of similar proportion to those of existing buildings. ƒ"
