The Regional Art Commission (RAC) proposes to construct a new headquarters building at this site on Delmar Boulevard. The site is located within the Skinker-DeBaliviere historic district and is across the street from the new Pageant Theatre. The developer of the project is Mr. Joe Edwards, who is also the developer and owner of the Pageant Theater and several other projects in the vicinity.The Preservation Board, at its meeting on April 8, 2002, approved demolition of the non-contributing building at this location and appointed a sub-committee of board members to work with RAC, Mr. Edwards, the designers, and neighorhood representatives to resolve any design issues surrounding new construction of a commercial building within the historic district.
After three meetings of the sub-committee, the project is being submitted with a recommendation of approval.

Delmar Boulevard is currently undergoing extensive reconstruction from the Metrolink station on Delmar, just northeast of the 6128 Delmar project, to Skinker Avenue on the west as a result of a Federal grant from the Department of Transportation. The sidewalks will be widened and landscaped with upper story shade trees to create a pedestrian-friendly environment. The Metrolink station is directly east of this site.
The new construction at 6128 Delmar is one of four projects currently underway in the 6100 block of Delmar. The other projects include rehabilitation of 6154 and 6172-78 Delmar, using the State and Federal Tax Credits for Rehabilitation programs, and the construction of a new theatre for use by local not-for-profit theatre groups, behind the facade of the church at 6166 Delmar Avenue. The rehabilitation projects were approved by the Preservation Board at the January 2002 meeting.
The developer of all four projects along Delmar is Mr. Joe Edwards, the designer is Kiku Obata Design.
