An ordinance to amend the Zoning Code of the City of St. Louis, including the District Map 1960 by designating a certain area bounded generally by Boyle Avenue on the east, Lindell Boulevard on the south, DeBaliviere Avenue on the west, and an irregular line on and near Delmar Boulevard on the north, and more fully described in the body of this ordinance as a Historic District to be known as the Central West End Historic District, and providing a development plan including standards to be applied within the district and land use controls and zoning regulations; containing severability clauses and an emergency clause.
WHEREAS, the district herein described as the Central West End Historic District has architectural and historical value which should be preserved for the people of the City of St. Louis and the State of Missouri; and WHEREAS, Chapter 914B provides for the creation of historic districts and sets out the necessary procedure to be followed in establishing such a district. Be it ordained by the City of St. Louis as follows: Section One. Pursuant to and in accordance with Chapter 914B of the Zoning Code of the City of St. Louis, Historic District, the area set out below is hereby designated as a Historic District to be known as the Central West End Historic District and shall consist of the area described as follows: Beginning at the point of intersection of the west line of DeBaliviere Avenue and the south line of Delmar Boulevard; thence northwardly along the northern projection of said west line of DeBaliviere Avenue to its point of intersection with the north line of Delmar Boulevard; thence eastwardly along said north line of Delmar Boulevard, across all intervening streets and alleys, to its point of intersection with the west line of Beverly Place, a private subdivision, said point being 272 feet 3 3/4 inches, more or less, east of the point of intersection of the north line of Delmar Boulevard and the east line of Belt Avenue; thence northwardly along said west Beverly Place property line and its northward projection to its point of intersection with the north line of Enright Avenue; thence eastwardly along said north line of Enright Avenue and its eastward projection, across all intervening streets and alleys, to its line of Union Boulevard in City Block 4346; thence southwardly along said east line of Union Boulevard, across all intervening streets and alleys, to its point of intersection with the north line of Delmar Boulevard; thence eastwardly along said north line of Delmar Boulevard to its point of intersection with the northward projection of the east line of property in City Block 5050-A now or formerly owned by Ethel Bernstein; thence southwardly along said east property line projection and said east property line to its point of intersection with the north line of the 15 foot wide east-west alley in City Block 5050A; thence eastwardly along said north alley line through City Blocks 5050-A, 5051-A, 3879-N and a portion of City Block 4575, across all intervening streets and alleys, to its point of intersection with the northward projection of the east line of property owned by General Van and Storage Company and by the Rector, Wardens and Vestrymen of Trinity Episcopal Church of the City of St. Louis; thence southwardly along said east property line to its point of intersection with the north line of Washington Boulevard, said point being 150 feet more or less, east of the point of intersection of the north line of Washington Boulevard and the east line of Euclid Avenue; thence southwardly along the southward projection of said east property line to its point of intersection with the south line of Washington Boulevard; thence southwardly along the east line of property now or formerly owned by Gedo Corporation, to its point of intesection with the north line of the 15 foot wide east-west alley in City Block 2964; thence eastwardly along said north alley line through City Blocks 2964, 4576, 4580-N and 4581-N, across all intervening streets and alleys, to its point of intersection with the east line of Boyle Avenue in City Block 3910-N; thence southwardly along said east line of Boyle Avenue across all intervening streets and alleys, to its point of intersection with the south line of Lindell Boulevard in City Block 3914; thence westwardly along said south line of Lindell Boulevard to its point of intesection with the east line of Newstead Avenue in City Block 3907; thence southwardly along said east line of Newstead Avenue to its point of intersection with the south line of the 20 foot wide east-west alley in City Block 3907; thence westwardly along said south alley line through City Blocks 3900, 3893, and 3883, across all intervening streets and alleys to its point of intersection with the west line of Kingshighway Boulevard in City Block 2022, said block being coincidental with Forest Park; thence northwardly along said west line of Kingshighway Boulevard to its point of intersection with the south line of Lindell Boulevard in City Block 2022; thence westwardly along said south line of Lindell Boulevard, also the northern edge of Forest Park, across all intervening streets, drives, and alleys, to its point of intersection with the west line of DeBaliviere Avenue in City Block 2022; thence northwardly along said west line of DeBaliviere Avenue, across all intervening streets and alleys to its point of intersection with the south line of Delmar Boulevard, the point of beginning; excluding therefrom the previously-designated Kingsbury-Washington Terrace Historic District which is more particularly described as follows:
Section Two. The proposed standards to be applied within the district including, but not limited to demolition, facades, setbacks, height, scale, materials, color and texture, for all structures and the design details of all fences, streets and drives, street furniture, signs and landscape materials are set out in the "Development Plan for the Central West End Historic District", approved by the City Plan Commission, February 20, 1974 and recorded in the Office of the Recorder of Deeds at Book..., page..., which is hereby adopted and incorporated herein by reference, and copies of which shall be filed for inspection in the Office of the Register and in the Office of the Building Commissioner. Section Three. All parts of the "Development Plan for the Central West End Historic District" are hereby declared to be independent parts and notwithstanding any other evidence of the legislative intent it is hereby declared to be the controlling legislative intent that if any part of said Plan, or the application thereof to any property, person or circumstance, other than those as to which it is held invalid shall not be affected thereby and it is hereby declared that this Plan would have been passed independently of such part so held to be invalid. Section Four. All sections of this ordinance are hereby declared to be independent sections and parts of sections and notwithstanding any other evidence of the legislative intent it is hereby declared to be the controlling legislative intent that if any provision of said section, or the application thereof to any person or circumstance, other than those as to which it is held invalid, shall not be affected thereby and it is hereby declared that this ordinance would have been passed independently of such section, sections or parts of a section so held to be invalid. Section Five. This being an ordinance necessary for the immediate preservation of the Public Welfare, it is hereby declared to be an emergency measure and shall become effective immediately upon passage and approval of the Mayor. Approved: June 19, 1974. ORDINANCE # 61177 Board Bill No. 413 (Floor Substitute) An Ordinance extending the boundaries of the Central West End Historic District, with an emergency clause. BE IT ORDAINED BY THE CITY OF ST. LOUIS AS FOLLOWS: SECTION ONE. The following described areas ("the Area") are hereby designated as part of the Central West End Historic District as heretofore established by Ordinance 56768, as amended by Ordinance 58555: AREA I. Beginning at the point of intersection of the west line of North Boyle Avenue, and the westerly projection of the north line of an east-west alley which bisects City Block 3913A; thence northerly along said west line to the point of intersection with the north line of an east-west alley to the point of intersection with the westerly projection of the north line of an east-west alley bisecting City Block 3910N, thence easterly along said line to a point 194 feet more or less west of the point of intersection of said north line and the west line of North Whittier Avenue; thence southerly to the point of intersection with the north line of Westminster Place; thence southeasterly to the point of intersection with the south line of Westminster Place at a point 120 feet west of the point of intersection of said south line and the west line of North Whittier Avenue; thence easterly along said south line to the point of intersection with said west line of North Whittier Avenue; thence southerly along said west line to the point of intersection with the north line of an east-west alley which bisects City Block 3913A; thence westerly along said north line to the point of beginning. AREA II Beginning at the point of intersection of a point 150 feet east of the point of intersection of the south line of an east-west alley bisecting City Block 2964 and the east line of North Euclid Avenue, thence northerly to the point of intersection with the southern line of an east-west alley in City Block 4575; thence in a general easterly direction along said southern line of alley through City Block 4575, to the point of intersection with said southern line and the west line of Walton Avenue. Thence southerly along said west line and its southern projection to the point of intersection with the south line of the east-west alley bisecting City Block 2964; thence westerly along said south line to the point of beginning. SECTION TWO. a) A general location map of the Area shall be maintained on file in the office of the City Register. b) The historic district standards to be applied within the Area are the standards of the existing Central West End Historic District. SECTION THREE. This ordinance being necessary for the preservation of the public safety and welfare is declared an emergency ordinance under Article IV, Sections 19 and 20 of the City Charter and, therefore, this Ordinance shall become effective immediately upon its passage and approval by the Mayor.
