The City of St. Louis is seeking qualified organizations to submit Proposals for Publication and Supplement Services for the City's Municipal Code.
The Request for Proposals may be obtained at the City Counselor's Office, Room 314 City Hall, 1200 Market Street, St. Louis, MO 63101 commencing March 16, 2010. The phone number for the City Counselor’s Office is (314) 622-3361.
Sealed proposals will be opened by the Selection Committee within 3 weeks of the final submission date (April 9, 2010).

The Affordable Housing Commission ("AHC") of the City of St. Louis hereby notifies interested applicants of the availability of $5 million in grant and loan funding from the Affordable Housing Trust Fund ("AHTF"). Housing Trust Fund monies are intended for use in the development of housing and the provision of housing-related services that address the goals of developing and preserving affordable and accessible housing, preventing homelessness and/or providing services for the homeless. Projects funded by the AHTF must benefit persons with incomes at or below 80% of the area median income. The Trust Fund must use 40% of its funds to assist households with incomes at or below 20% of the area median income.
Non-profit agencies and developers may apply for three types of funding: a) service-related grants, b) loans and other subsidies for rental housing production and c) loans and other subsidies for for-sale housing developments. Separate application forms are available for each type of request. The Affordable Housing Commission does NOT make grants or loans to individuals seeking housing or support services.
Priorities for funding for this round include quality applications that:
Propose housing or shelter for persons and families with incomes at or below 20% of the area median income.
Propose affordable housing developments that advance neighborhood revitalization goals.
Encourage over and above standard features for single family, new construction, for-sale housing by including: Low-E windows, R-38 blown insulation, sealed combustion furnace greater or equal to 90% AFUE, caulk and seal package, Energy Star bath exhaust fan with timer, and Energy Star qualified dishwasher, if any.
All new construction projects must adhere to the Commission’s Universal Design requirements. These requirements may be downloaded from www.stlouis.missouri.org. All rehabilitation projects must adhere to the City’s Lead Safe requirements and receive a Lead Safe Clearance performed by a State Licensed Lead Inspector at the project’s conclusion.
Applications will be available , after 12 noon September 22nd, at the AHC offices, 1015 Locust Street, Suite 914, 63101. It is anticipated that allocations relating to applications submitted in this funding round will be made by March 2010.
