A. Members of the Association: The Association shall be made up of:

1) Everyone who lives or owns real estate within the boundaries of
the Forest Park Southeast Neighborhood.
- 2) Every church, agency, company or other organization which has an
office within the boundaries of the Forest Park Southeast Neighborhood.
- 3) Unless they otherwise qualify, political officials may not become
members of the Association but shall be welcome and encouraged to attend
all meetings of the Association and of the Council.
- 4) No one shall be required to pay dues in order to be a member of
the Association.

B. Members of the Council: The Community Council shall serve as the
governing body of the Association and shall be made up of 40 members of
the Association as follows:
- 1) Four members appointed by each of the five neighborhood
organizations of Forest Park Southeast. These organizations are the New
Boyle Improvement Association, Ranken East Improvement Association,
Gibson Heights Neighborhood Association, Adams Grove Neighborhood
Improvement Association and Adams Grove Block Unit.
- 2) Twelve at-large neighborhood residents, 2 of whom shall be 18
years of age or younger, who shall apply to and be appointed by the
Council.
- 3) Three members appointed by the Wedge Group.
- 4) Two at-large neighborhood business representatives who shall
apply to and be appointed by the Council.
- 5) One member appointed by the Clergy Alliance.
- 6) One at-large neighborhood church representative who shall apply
to and be appointed by the Council. And
- 7) One member appointed by the private neighborhood social service
providers.

The membership of the Council should be as broadly based as reasonably
possible. The Council's members should fairly represent the diversity
of the people who live and work in the Forest Part Southeast
Neighborhood. At a minimum, the Council shall strive to achieve full
representation of each geographic section of the Neighborhood.

C. Resource Advisors to Association and Council: Representatives of the
following organizations are invited and encouraged to attend and speak
at meetings and to work with the Association and the Council:

1) 17th Ward Alderman, other government officials and Forest Park
Southeast Neighborhood Liaison Officer
- 2) Washington University Medical Center and McCormack Baron, as
agent for the Medical Center
- 3) St. Louis Metropolitan Police Department
- 4) Forest Park Southeast Housing Corporation
- 5) Sustainable Neighborhood Project and St. Louis 2004
- 6) U.S. Department of Housing & Urban Development
- 7) Neighborhood Housing Services of St. Louis
- 8) Forest Park Southeast Landlords' Association and
- 9) any other public or private organization which is interested in
promoting the general welfare of the Forest Park Southeast Neighborhood.
- Resource advisors shall not vote at meetings of the Council or of the
Association, but they shall be given the opportunity to speak at all
meetings.
