A. Term of Office.
- All members of the Community Council shall serve a
term of one (1) year beginning with the first meeting of the Council.
- No person shall hold more than one seat on the Council at any given
time.
- B. Resignations, Removals and Vacancies.
- These rules apply to members
of the Council and of the Council's Administrative Team.
- A member may resign at any time by delivering a letter of resignation
to either one of the co-chairs. Three consecutive unexcused absences
from any regular or special meetings of the Council and/or the
Association shall constitute an automatic resignation.
- A member may be removed from office for good cause upon a two-thirds
majority vote at any regular meeting of the group which appointed him or
her. The issue of removal must be listed on the meeting agenda, and the
agenda must be distributed to all members of the group at least seven
days prior to the meeting date.
- All vacancies shall be filled by a vote of the group responsible for
filling the position in question. Any person who fills a vacant
position shall serve for the remainder of the unexpired term of the
person whom she or he replaces.
- C. Council Administrative Team.
- At the beginning of the 12-month term
of the Council, the members of the Council shall elect from among their
members two co-chairs (one who resides on or north of the north side of
Manchester Avenue and one who resides on or south of the south side of
Manchester Avenue), a secretary, an assistant secretary, a treasurer and
a meeting facilitator/parliamentarian (optional).
- No person shall hold more than one position on the Administrative
Team. Each member of the Administrative Team shall serve a term of 12
months.
- D. Rules of Conduct at Meetings.
- Each member of the Council shall
read, support and follow the Meeting Groundrules of the
Council/Association. Failure to do so shall be good cause for removal.
Each member of the Council shall sign a written commitment to support
and follow the Meeting Groundrules in order to serve.
- E. Attendance and Punctuality.
- Persons who serve on the Council commit
to attending all meetings of the Council and of the Association
regularly and to regularly being on time for meetings. Each council
member shall take reasonable steps to prepare for meetings. Members who
miss a meeting or who are late for a meeting shall take steps to keep
themselves current on the Council's discussions, activities and
decisions.
