Basic rules for operation of the Forest Park Southeast Community Council in St. Louis, Missouri are designed to promote democratic and neighborly discussion of issues, with respect for the views of all members of the neighborhood.

Basic Rules

Forest Park Southeast philosophy
  • Forest Park Southeast will be more neighborly if people of all viewpoints are regularly involved in the decision-making that affects the neighborhood.
  • It is best if the neighborhood operates by free, public discussion, with the goal of having general agreement as much as possible. Disagreements, which are expected, must be accurately recorded.
  • It is vital to the well-being of the neighborhood that the people who live and work here get to know one another as individuals, recognize common concerns among diverse interests, and support actions to achieve goals that have been broadly agreed upon in open discussions.
  • Differences of opinion are expected. Name calling and personal attacks do not help.
  • It is essential that everyone has the chance to express their ideas in free and open discussion.
Ground Rules
For those expressing views:
  • Introduce yourself so that others understand who you are and what your interests are.
  • Do your best to stick to the topic at hand.
  • Be brief.
  • Contribute ideas.
  • If you identify a problem, suggest a solution.
  • Offer different ideas without condemning others' ideas.
  • Avoid personal attacks.
For those recording views:
  • Get people to introduce themselves and explain their interests.
  • Record and credit every idea.
  • Give everyone a chance to state their views.
  • Listen carefully to be sure that you understand the ideas expressed and the reasons behind the ideas.
  • Help people stay on topic.
  • Do not allow anyone to hijack discussions.
  • Point out condemning and personal-attack language and ask that it stop.
