| The "Leadership Team" encouraged selected Community Council members to resign to render the Council "dysfunctional" under the existing constitutuion. |

Step One Forest Park Southeast Community Council Current members can be encouraged to resign, and existing neighborhood organizations could stop electing members to sit on the council. This would make the council dysfunctional under the current constitution. The Council could continue as is, on a probationary basis, until a measure of productivity and stability are attained. In the interim a new Leadership Team can be formed to take the position of the decision making body for Forest Park Southeast with a letter of support and approval from ARCHS and other Stakeholders. Step Two Community Input A series of town hall meetings can be held to allow the residents to decide the fate of the Council. Proposed models for a new Leadership Team can be approved by residents; or residents can be given the opportunity to suggest their own model. Elections can be held for interested residents to be a part of the new Leadership team, or residents can volunteer or be elected to work on committees. Committee work would give them an entry-level opportunity to familiarize themselves with community work, while allowing them to move into leadership positions after they have proven their dedication and skills on the committee level. Step Three New Leadership Team Allow current committees to select one representative, possibly the chair or co-chair of the committee to be appointed to a new Leadership Team. Committees should only be considered if they have an action plan that is consistent with the Neighborhood Plan. Committees who are not needed to carry on the plan can be included if they will be of some use in the future. If areas of the plan are not already being addressed by existing committees then steps should be taken to form the necessary committees. The selected committee representatives should not number more than ten. The new leadership team should also allow for at seas five at large members elected by the representatives. The total number of the team should not exceed fifteen. Two co-chairs should also be elected from the group of representatives. |
