Development and Public Improvement
Committee Report

November 23, 1999

Council members present:
Don DeVivo, Bill Souders, Bob Babione, Greg Campbell, George Jones, and Sonda Thompson. Staff persons present: Brian Phillips (November 9), Vince Bennett and Marcella Palmieri (November 16).
Committee Mission
The mission of the committee includes:
  1. Insuring communication between Council members and staff on all the Council's major physical development priorities, except the School-Community Center, which has a separate committee and except for the property-acquisition issues for the Assisted Living Facility, which has a separate committee;
  2. Serving as a two-way conduit between the Council and other organizations and individuals on physical development issues;
  3. Helping the Council set priorities for residential, commercial and institutional development by outlining general policies, including land-use policies;
  4. Working with staff to make recommendations to the Council for action regarding physical developments in accord with the priorities established by the Council; and
  5. Communicating Council preferences to the Alderman, Mayor, city agencies, and other public and private community resources.

  In discussion at its November 16 meeting, the committee suggested that the Council change the name of the committee to the Development and Public Improvements Committee.

Assited Living Center
The committee obtained information from Vince Bennett about the Assisted Living Center, as follows:
  The request for tax-credits has been submitted to the state. A hearing on allocation of the credits is currently scheduled for February 18, 2000. A factor in the decision will be the city's priorities. It might help if the Council lobbied the Mayor (and others) regarding FPSE in general and the Assisted Living Center in particular. A competing priority for the city is Darst-Webbe. For TEA-21 (federal transportation dollars) competing priorities include Darst-Webbe, Washington Avenue, and the 14th Street (?) bridge.
   Development of the facility is assigned to Kingman Redevelopment Corporation, an affiliate of McCormack Baron. Kingman holds the eminent domain rights for the land within the WUMCRC area.
   The Science Center is still involved, with interest in some kind of interactive, inter-generational program. The Kingshighway - Manchester - Cadet triangle is owned two-thirds by Anheuser-Busch and one-third by the city. The Science Center has options on both parcels. Environmental remedies have been completed. Kingman will seek to assume environment-based liabilities.
   The project does not require acquisition of all the properties on Cadet. Some provision should be made for the remaining properties, as they are part of a neighborhood "gateway."
   Vince will provide a fact sheet for the November Council meeting. Vince previewed the fact sheet and explained various provisions at the November 16 meeting.

   Greater detail about the Assisted Living project can be covered at the December 14 committee meeting. All FPSE Association members are welcome at that meeting.

Development project discussions
   The committee also engaged in some general discussion of development projects of Bill Souders and of Don DeVivo. It was mentioned that interests such as theirs should be disclosed and if the proposals came before the Council for a vote, they should abstain from voting.
   The committee further discussed development plans at the November 16 meeting. Don DeVivo presented lists of proposed demolitions, some for South of Manchester and some for North of Manchester. Bill Souders gave some details for an area north of 4xxx Donovan. Cooperation with LRA is needed for these and other projects in the neighborhood.

Adminsitrative matters
   Because of the number of items for immediate attention, the committee will temporarily meet twice a month, on the second and third Tuesdays. Don will make the committee's report at the November Council meeting.
   Next meeting: December 14 at 6 p.m., at the Development Office.
