Northeast of Manchester and Tower Grove
Business and industry have eaten away at this area from the north and south, leaving tattered edges. This erosion has not, however, persuaded diehard residents to leave. They pointed to Chouteau and the last block of Arco (at the police station) as opportunities in years one and two to reestablish strong residential edges and focus areas.
