Gibson Heights Meeting Notes, February, 2003

Present
George Jones from the Housing Corporation Board, Kellie Shelton from the Housing Corporation, Debbie Davison from the Lipton Group, residents Rene' Morency, Lara Thiel, Bob Babione, Trish Curtis, David Moo, and interested non-resident Michelle Trupiano.
Crime Report
A resident asked if anyone had information about an incident involving about 5 police cars and what looked to be an arrest on Wichita last Saturday. It was recommended he call Rachel Smith (633-7900).
GHNA Rep to Housing and Economic Development Corporation Board
George Jones and Kellie Shelton described the duties of the Gibson Heights representative as one two hour meeting a month, as well as one more committee meeting per month (Housing or Main Street). The H&EDCorp's activities and roles were discussed, and particularly the GHNA representative's responsiblity to represent us. Lara Thiel was nominated and elected unanimously.
Park East update - information from Debbie
Apartments are being finished and released at approximately 2 per month from here to the end of the year, a total of 73 units in 24 buildings. Apartments should be completed by end of this year, and they are being filled quickly.
The properties are rent-restricted, available only to those with incomes under 60% of median. Rents are $350 for 1-bedroom, $465 for 2-bedroom, and $585 for 3-bedroom. There is one 4-bedroom available as well. Screening includes a credit check and criminal check, along with other paperwork.
Most applicants, including over 87 percent of current FPSE residents applying, do not qualify. Some concern over this was stated by the members. The Lipton Group also has Community Rules, regarding certain things residents of their properties are not allowed to do, with a 3-strikes policy.
Units are being marketed in the Post-Dispatch, the Riverfront Times, the St. Louis American, and at Barnes. Residents expressed a desire for more FPSE-specific publicity, and it was reported that many applicants have been FPSE residents, and that they plan to purchase ad space in the Buzz in the future. Debbie also reported that 19 "dislocated" families have been relocated in Park East units (Bob, did I get that right?). After the apartments (Park East I) are done, Park East II will kick in, involving 12 market-rate for sale buildings (one of which is a commercial/mixed use property). Prices are not set, but are expected to range from the low 100,000's to the 160,000's. Contact Kellie at H&EDCorp or Debbie if interested in apartments.
GHNA Rep to Security Steering Committee
After some discussion of the roles and responsibilities of this committee, Rene' Morency was volunteered, and agreed to be our representative to this committee.
Announcements
George Jones invited our participation in monthly Peace Walk: a chance to join with other members of our community in support of peace in our individual lives, our homes, our community, and our world. Peace Walks will take place on the first Saturday of each month, at 9 a.m., starting on March 1st at the Gibson Heights Presbyterian Church.
Trish Curtis expressed interest in doing some beautification at Rainbow Park this spring. Ideas are welcome.
