Historic District / Tax Credits
The nomination of a historic area in FPSE moved forward on September 10 as the City's Preservation Board recommended the nomination to the state. The state's Advisory Council will consider the nomination at a meeting in Jefferson City on September 28. If the Advisory Council approves, the nomination will be forwarded to federal officials for a final decision about inclusion in the National Register of Historic Places.
The proposed area is roughly bounded by the alley north of Manchester from Sarah to Kingshighway, north to the alley north of 4500 Chouteau to Taylor, then along Chouteau (excluding the north side) back to Sarah. The contract for the nomination work was funded by Alderman Roddy with city funds and by Washington University.
Two arguments support the nomination: (1) the common planning and development of a "suburb" for working / middle / upper classes with buffers from commercial areas, spurred by the availability of public transportation, from 1890 to 1935; and (2) the feel or "sense of place" resulting from the solid brick architecture with a variety of design for an area with a high degree of multiple family units.
Further information is available from Kris Zapalac of the Urban Outreach Office, Missouri Department of Natural Resources, 314.340.5618. Her office is in the Chouteau Building. Or contact Marcella Palmieri at 314.533.6704 at the Redevelopment Office (now at Arco / Taylor).
Property owners (homeowners, landlords, and organizations) may apply for the program. The property owner must invest at least one-half the amount of the building's original cost in qualified improvements such as roof, heating and air conditioning, new plumbing and wiring, and windows (basically, things that extend the useful life of the building). Historic tax credits have been used to finance the new convention hotel, Cupples Station (Westin Hotel), the Contitnetal Building, and homes in the Central West End and Soulard.
Housing Corporation Moves
The Forest Park Southeast Housing Corporation moved its offices to 4471 Arco, a building it recently bought. The telephone number remains 314.533.6704.
Who's Who in Gibson Heights
Attention book lovers, pet lovers!
Linda Stochl opened Best Friends -- a shop for used books, pet supples, and gifts -- this week on the northwest corner of Taylor and Chouteau. Linda has been at that location for more than 30 years, but the shop is new. She converted the family's automotive wholesale business, which had been operated by her grandfather and father.
Linda's main interest is cats and dogs, with food and toys for them. But she can handle supples for hamsters, guinea pigs, fish, and whatever other pets are in the neighborhood.
Work is still in progress at the shop, as Linda is getting more stock and looking for some comfortable chairs for customers to use while browsing in the books or just visiting with neighbors. The really important bookstore feature is already there: Jerry Seinfeld, one of Linda's street-rescued cats. Jerry, the mellowest of Linda's cats, is the "meeter and greeter" at the shop.
For now, the shop hours are 10 to 6, Tuesday through Friday, and 11 to 3 on Saturday. You can call Linda at 314.533.4473 or drop in at any time.
