Affordable housing resources
Area median income and "fair market rent"
The area median income is calculated by the the federal Housing and Urban Development department (HUD). Those calculations define "low income housing" and set income limits for eligibility for federally subsidized housing programs. Here are HUD's FY 2000 and 2001 limits, with definitions of income categories such as "low income."
 
Housing Trust Funds
  • St. Louis City Ordinance No. 65132 (adopted April 3, 2001) provides a housing trust fund for affordable and accessible housing.
  • Missouri's designation of funds for low-income households is Section 215.036.

The ReStore sells quality used and surplus building materials at a fraction of retail prices. Proceeds fund the construction of Habitat houses in the community. The location here is:

Community Land Trust (CLT)
"Take a stand, own the land," was the rallying cry of Roxbury, MA residents as they organized against illegal dumping. They formed a democratically controlled community land trust, known as the Dudley Street Neighborhood Initiative. In St. Louis, a startup trust is the Red Bcick CLT. Enterprise Foundation
The mission of the Enterprise Foundation is "to see that all low-income people in the United States have the opportunity for fit and affordable housing, and to move up and out of poverty into the mainstream of American life" It works to rebuild America's low-income communities, partly with the strategy in its Cost Cuts Manual.
 
Housing Quality Standards
HUD's Housing Quality Standards (HQS) offer a guide to what is required for safe, sanitary, and affordable housing; city codes may require additional features.
