- Approval of Minutes
- August and September minutes were adjusted for accurate attendance. Yvonne Jacobs raised a concern that minutes were not reflecting the meetings of the Council. Trish Curtis made a motion to approve the draft summary of the August minutes with changes in attendance as noted. Seconded. 14 agree / 3 oppose / 4 abstain. Trish Curtis passed out a copy of changes she wanted made to September minutes. Sonda Thompson moved to table the September minutes until the November meeting. Seconded. 23 in favor. Sue Lauritsen moved to hire someone to take minutes and pay them $100 per meeting, conferring with Kim as Secretary to approve content. Seconded. 22 in favor
- Council Vacancies:
- New members were introduced Mark Norwood from S. Taylor who took the place of Anita Crittenden. Dan Scott New Boyle and Joe Salvator Ranken East. The Council started the enforcement of the rule that a member may be removed for 3 consecutive absences in July. Members will be called if they are absent 3 times.
- Leadership Retreat:
- Phil Heagney reported on the need for a leadership retreat. There were 4 problems with the Community Advisory Group which preceded this Council: 1) representatives were appointed by the medical center 2) it had no real authority was just advisory 3) relations among members didn't come together to develop trust and 4) No relationship between the CAG and staff. With the formation of this Council, there has been more representation from all segments of the neighborhood and at large members. Also, has more authority. However, there is a critical lack of trust and still a gulf between staff and the Council. Funds would come from the medical center or the Housing Corporation for a one or two day retreat to work on trust and meeting facilitation skills. Edna Campbell moved to explore a weekend retreat about team building and getting to know each other. Seconded. 22 approved.
- The Executive Committee meeting will be Tuesday, November 2 at 6:00 at Gibson Heights Church. Will be a standing meeting for 1st Tuesday of each month. Meetings are open.
- Facilitator/Parliamentarian.
- The Constitution was cited regarding this position. Edna Campbell moved we have a Parliamentarian and/or a Facilitator. Seconded. 23 approved. Yvonne Jacobs moved that the person elected would serve as both Facilitator and Parliamentarian. Seconded. 23 approved. Bob Babione opened nominations for the position. Yvonne Jacobs nominated Phil Heagney. Seconded. Phil Heagney accepted but because of a problem with the Constitution stating a Parliamentarian must come "from among the membership" he will be called a Council Advisor. Nominations were closed. 23 in favor of Phil Heagney
- Committee Reports:
- Human Services: Roni Galas reported that the Human Services Committee meets at 5:30 the 2nd and 3rd Tuesdays of the month. Sustainable Neighborhoods failed to attend the last meeting as scheduled. The committee is now inviting Sustainable Neighborhoods staff to move forward with funding. They are critiquing the Human Services Plan and any changes made will be brought back to the Council. The Committee is also looking at other funding sources. Responding to a question about MERS and Constantino, Roni reported that the difficulty with MERS is they do not work with non-welfare to work or non-disabled populations. George Jones reported he is trying to get more TANF recipients on the Human Services Committee.
- Security Committee: Sue Lauritsen reported that they are meeting the 3rd Thursday of each month at 6:30 on Oakland. They are working on special projects weed and seed and spot blighting. They are working on nuisance property suits one South of Manchester and one North of Manchester. Ed Roth, an attorney in Shaw has been contacted to assist. Requests were made to have Hi Tec report next month. Values & Strategies: Phil Heagney eported that the next meeting will be November 3 at Gibson Heights Church at 6:00. They have worked on 10 or 11 issues. New Constitution proposals will go through them. The meetings are open.
- Adams School/Community Center: Trish Curtis reported the next meeting will be Thursday Nov. 28 at 6:00. The Board of Education is reviewing the contract for the scope of work on the school. The medical center will cover costs up front. St. Louis Public Schools partnership with ground leased to the community center.
- Cadet Committee: Edna Campbell reported that they are working to understand the legislation and on acquiring property. Cadet committee members will not deal with financial issues, but if invited could participate. Homeowners deal with developers. Property owners have ranged from $70,000 - $200,000 in sale prices. Will be one-on-one relocating person to take them around.
- Public Improvements Committee: Don DeVivo spoke briefly and presented a map of projects in the area. Meredith Glicksman and Trish Curtis opposed his presentation based on not having pulled a committee meeting together. Vince Bennet reported the application was due in to MHDC on the Assisted Living Center November 2.
- The meeting adjourned at approximately 8:30.
