The Council discussed the situation in New Boyle and possible merger of the Council with the NCT. Irving Blue reported on the name change of the Security Task Force to the Public Safety Committee and on the Assessment / Planning form the DC is using in preparation for its October 28 Summit Meeting.

August 26, 2003 Community Council Minutes

   Balance is $713.04
Announcements:
   Since Washington U. is planning to build a 38 million facility at Scott and Euclid, the group is requesting our president Bob Babione to write a letter to Wash. U and the builder HOK asking for jobs for community residents.
   There is a public meeting on Home Rule Wednesday, Sept. 3 at 7:00 PM at Genesis House 6018 Delmar. Guest speakers are Irving Clay, Jeanette Mott Oxford, Jason Murphy and Willie Marshall. It is sponsored by the Gateway Green Alliance.
   Urban Strategies has hired Kabir Muhammad to deal with youth issues in FPSE. His number is 581-4575.
   National Night Out was judged to be very successful in FPSE. A good time ws had by all.
July Minutes:
   The minutes from the July meeting were approved.
New Boyle Status
   There is confusion as to who is the president of New Boyle. Who are the officers? Some feel there should be a new election. Another opinion was that the neighborhood shouldn't be so divided with so many different neighborhood groups. It was also expressed that there are many diverse interests.
New housing group
   Don DeVivo requested $125 to get a 501C3 for a new housing development group which already has non-profit status. The group wants to develop housing in the $50,000 range which is less than the FPSE Development Corp. is doing. He wants to stress more participation and training of the wider community. There was no motion made.
Back to School
   Rick Russell, assistant Lighthouse pastor, has school supplies for kids in the neighborhood but needs help in giving them out. Pam Talley and Joan volunteered to help. Apparently free supplies are being given out just to those who attend Adams School.
   A motion was made for Bob Babione to send a letter to Alderman Roddy that we are disappointed in the attention he is paying to the many children in FPSE who need all kinds of school supplies.
Council - NCT merger
   Members discussed the possible merger or coordination between the Council and the Neighborhood Coordination Team (NCT). No conclusion was made. NCT chair Saundra Moss was not present to present her position, although it was added to the agenda on short notice. People feel there are too many meetings which discourages neighbors from coming. Others did not want the Council to lose its identity.
   Motion made to have Bob Babione write to Saundra Moss welcoming the NCT back to the Council and to have mutual collaboration. And to invite Saundra to the next meeting and other NCT members to discuss the issue. Motion Passed.
Development Corporation
   Irving Blue, Executive Director of the FPSE Housing and Development Corporation (DC) spoke of the new approach he feels is necessary to improve public safety. The name is being changed from Security Task Force to Public Safety Committee. He doesn't feel we should just be arresting youth, fixing streets, and other physical improvements. Youth need to be approached in different ways and alternatives to hanging around the streets. The issue will be addressed at the public safety meeting on August 29th, 6 PM, at Adams Community Center.
   Mr. Blue also gave out the DC's Assessment / Planning form for residents to say what they want the DC to be doing. The DC plans a Summit Meeting on October 28. He wants real neighborhood participation in deciding what the DC should be doing. He has been attending all neighborhood meetings to make this clear and to learn what he can.
Health care funding
   An application has been made from Ranken Health Committee for an award of $150,000 and to give a stipend of $15,000 per year for 4 years to Pam Talley, the Community Health Nurse for her outstanding contribution.
