Organizer-staff person for Forest Park Southeast Community Association
The neighborhood
   The Forest Park Southeast (FPSE) neighborhood is in central St. Louis City with a socially, economically, and racially diverse population. The FPSE Community Association is made up of all who live in or own property in the neighborhood and representatives of the neighborhood's churches, businesses, and social agencies. Its Community Council recognizes that communication is critical and seeks to give neighborhood people complete and accurate information about all issues which affect the health and welfare of the community and to enable people to express their views and promote their ideas to the Council and to all of the neighborhood.

Responsibilities
   The three primary responsibilities of the organizer-staff person will be:
  1. to get the views and wishes of neighborhood people by regularly canvassing the neighborhood;
  2. to staff the Council by coordinating the agendas and reports of the Council and its various committees; and
  3. to support the Council's work as one of nine Sustainable Neighborhoods in the St. Louis region.
   All responsibilities will be related to the implementation of the plan for physical development and human services that the Council adopted in July, 1999.
Particular duties will be to:
  • listen to residents, business persons, and representatives of existing organizations, recording the information gained from them, and giving the information to Council members;
  • invite and move more people to participate in Council activities;
  • publicize the neighborhood's development plan and the various projects underway to implement it;
  • get more people to participate in evaluating and implementing further projects to realize the neighborhood plan;
  • coordinate the Association and Council meetings, attend the meetings, report on developments at the meetings, and maintain a list of Council projects and the status of those projects;
  • work with professional staff already assisting redevelopment efforts of the FPSE Housing Corporation and Washington University Medical Center; and
  • maintain contacts with the other Sustainable Neighborhoods, Area Resources for Community and Human Services (ARCHS), the Regional Housing and Community Development Alliance (RHCDA), and other community-wide organizations.
   The organizer-staff person will be accountable to the Community Council, primarily through its executive committee. Work assignments will be from the Council. The organizer-staff person will also be accountable to Sustainable Neighborhoods Initiative Coordinators on administrative matters, including payroll, leave, and fringe benefits and regularly meet with and report to the coordinators.
 

Qualifications

  • Familiarity with the neighborhood, its residents, businesses, organizations, and plans; neighborhood residency preferred
  • Organizing experience, preferably in communities with members of diverse backgrounds Strong writing and speaking skills
  • Ability to work on concurrent multiple tasks
  • Ability to use computers for word processing, e-mail, and Internet research preferred; willingness to develop such skills is essential
  • Availability for evenings work, with starting time adjusted accordingly
  • Ability to promptly prepare accurate reports of activities
  • Good sense for marketing neighborhood activities both within and outside the neighborhood
  • Commitment to the neighborhood's goals as embodied in the Association's Constitution
  • Combination of education and / or work experience that includes a bachelor's degree or four years of community experience. At least two years experience in areas that include community organizing, group facilitation, community or urban development, or human services.
Salary
   $ 27,000 to $ 32,000, depending on qualifications and experience.
   Benefits include health and medical benefits, mileage reimbursement, training opportunities, and some area travel.
