Five year Consolidated Plan. As prepared in 1994, 1999 and 2004, this is a detailed look at trends, issues and recommendations in the areas of housing, economic development, public services, infrastructure and more. |

Annual Action Plan. Each summer and fall the city prepares an application that outlines specific programs to be supported in the following year. For example, the 1997 annual plan was submitted to HUD in November of 1996. |

Annual Performance and Evaluation Plan. This is prepared each spring in order to describe what was accomplished the previous year, and to assess progress in carrying out the overall strategic plan. |
![]() | Citizen Participation Plan. Guidelines and a schedule is prepared and highlighted so that citizens know how decisions will be made about individual programs and how they can be part of the process. |
