The mission of the Civil Rights Enforcement Agency (CREA) mandated by St. Louis City Ordinance No. 67119 is to eliminate, reduce and remedy discrimination in housing, employment, education, city services, public accommodations, real property transactions and uses.

CREA is composed of a staff headed by an Executive Director and a seven (7) member quasi-judicial Commission. One (1) of the members is the Chairman of the Legislation Committee of the Board of Aldermen. The other six (6) members are appointed by the Mayor with the advice and consent of the Board of Aldermen. The Commission acts in an advisory capacity to the Mayor, the Board of Aldermen and the Director for purposes of furthering amicable relations among the various segments of the population which comprise the citizenry of the City of St. Louis; to help preserve and further the good name of St. Louis for tolerance and fair play and promote better relations among its people.

The Civil Rights Enforcement Agency investigates and renders determinations relative to violations of state, local and federal laws prohibiting discrimination in the aforementioned areas on the basis of race, color, national origin, religion, sex, age, familial status (housing complaints) and disability pursuant to federal and state laws. City Ordinance No. 67119 is substantially equivalent to state and federal anti-discrimination laws and grants additional protection from discrimination on the basis of sexual orientation, legal source of income and familial status in employment, housing, public accommodations, city services and education.

CREA develops, implements and participates in community oriented programs designed to prevent discrimination through education and outreach initiatives. Past programs have included participation in community forums on employment discrimination; conducting workshops for youth entering the workforce in collaboration with the St. Louis Agency on Training and Employment, federal and state agencies; partnering with the International Institute for outreach to St. Louis’ foreign born residents and attendance at minority, women and various cultural community events. The Director and staff are available to speak to all groups on topics involving discrimination laws and prevention, diversity initiatives and other related subjects. CREA also serves as a clearinghouse for housing and law related public inquiries.
