The St. Louis Housing Authority is a Federally funded agency operating independently of city government, which administers low and moderate income Public Housing Programs for the City of St. Louis. The Authority receives funding through the US Department of Housing and Urban Development (HUD).

The following programs are under the umbrella of section 8 housing assistance programs.

  • Operation Bootstrap Program
  • Family Self-Sufficiency Program
  • Family Unification Program
  • Project-Based Certificate Program
The section 8 housing assistance programs
The Housing Assistance Programs allows qualifying families and senior citizens to choose to live in a variety of neighborhoods throughout the St. Louis Area. Families and senior citizens choose an apartment or house that meets their needs and pay 30% of their adjusted income for rent.

Special programs are administered for the benefit of low income families and individuals. Family Unification Program, Homeless Program, Operation Bootstrap Program, and the Family Self- Sufficiency Program provide support services such as job training placement, career counseling, Adult Basic Education, and child care.

Who may apply/eligibility
Applicants must meet Section 8 requirements to qualify. Applicants must be: a family, Senior citizen, handicapped, disabled or a single person. Interested families and individuals who are 18 years and older or an emancipated minor may apply. There are some guidelines according to family size that must be met.

Responsibilities of the housing authority
The housing authority serves as contract administrator for HUD and has four broad areas of responsibility:

  • Determines Eligibility.
  • Approves units for housing Quality Standards
  • Provides Housing Assistance Payments to owners on behalf of Section 8 Participants.
  • Monitors program performance and compliance with federal and local rules.
Responsibilities of the owner
The owner has the following major responsibilities:
  • Management and leasing functions, including tenant selection and termination of tenancy.
  • Provision of all utilities and services required under lease.
  • Management and Maintenance.
  • Rent collection.
  • Provision of information required under the HAP contract.
  • Compliance with equal opportunity requirements.
Responsibilities of the family
The family must:
  • Supply certification, release information or documentation HUD/PHA determines necessary, including use for interim and annual reexaminations
  • Comply with the Certificate of family participation
  • Allow the housing Authority to inspect the unit
  • Notify the Housing Authority and owner in writing before vacating the unit
  • Use the unit solely as principal place of residence; not assign or transfer the lease
  • Not receive Section 8 assistance while occupying or receiving assistance for another federally assisted unit
  • Comply with lease and pay tenant portion of the rent
