The Communications Division is home to the Government Access Production Studios and Cable Regulatory sections. We are located at 4971 Oakland Avenue. Our business hours are from 8:00 am to 5:00 pm, Monday through Friday. Our fax number is (314) 552-2985.

The Cable Regulatory section is available to assist with cable complaints during business hours by calling (314) 552-2900.

The Government Access Channel - known as CITY TV 10 - provides programs about City government activities, services and policies to St. Louis City residents.

The Division also manages the Municipal Services Channel 18, which is only available within City Government offices.

Soulard Farmer's Market has been serving the St. Louis metropolitan area for over 200 years and has been owned and operated by the City of St. Louis since 1842. Revenues from the market are generated through leases to vendors and are used to support the market's operations. The market is still one of the rare community gathering places where up to 10,000 neighborhos, families and friends come together each week for the simple purpose of buying the basics and supporting up to 500 people who make their living at the Market. As the cornerstone of the historic Soulard community, Soulard Market continues to play a role in the on-going neighborhood stabilization and development of the area.

The Water Division provides over 50 billion gallons of water annually to City residents and businesses. The Water Division runs as an enterprise fund; that is, the cost of providing services is financed through user charges, rather than through the general operating funds of the City.

The Water Division operates two major plants - Chain of Rocks, located at the far northern end of the City, and Howard Bend, located in West St. Louis County. Also there are two large reservoirs, one in Compton Hill Reservoir Park in South St. Louis City, and in Stacy Park in Olivette, in West St. Louis County.
