The Register's Office was established under the authority of the City Charter, approved July 9, 1877. The primary function of the Register's Office include maintaining original roles of city ordinances, contracts, bonds and other official records of the City. The Register's Office also administers the oaths of office, publishes the City Journal, certifies elections and important documents.

The department serves city agencies, governmental bodies and general public by responding to requests for information pertaining to records and city ordinances.

The office also provides for official registration of domestic partnerships with the City of St. Louis.

The Register's Office generates revenue from the sales of the City Journal and minimal fees levied for copies of city ordinances.
