HOUSING REGISTRY The
Lead Safe Housing Registry is a listing of dwellings in the
City of St. Louis (both owner-occupied and rental units) that indicates
the known paint conditions for the selected address. City Ordinance
and HUD lead grants require that this information be available to
citizens. The Lead Safe Housing Registry is maintained by the Lead
Safe St. Louis Section of the City of St. Louis Building Division.

SEARCH THE HOUSING REGISTRY BY ADDRESS Lead-based paint free housing “means target housing that has been found to be free of paint or other surface coatings that contain lead equal to or in excess of 1.0 milligram per square centimeter or 0.5 percent by weight” (40 CFR 745 Subpart F 745.103). For the purposes of this registry, the absence of paint or surface coatings is to be determined by a lead inspection in accordance with HUD standards. For the purposes of this registry, housing built during or after 1978 may be classified in this category. Housing built during or after 1978 is unlikely to have lead-based paint; however use of non-consumer coatings on furniture or components is possible.
Lead-risk-reduced housing means target housing that more than two years ago was found free of lead-based paint hazards through a complete lead risk assessment; or target housing where lead-based paint hazards have been identified through a lead risk assessment or a combination lead inspection/risk assessment, controlled through a combination of interim controls or abatement techniques, and cleared by testing meeting published EPA standards. This category does not include any ongoing monitoring, and users of the housing registry are cautioned that additional or different lead hazards may have arisen since clearance was achieved. Housing conservation compliant means target housing that has been found free of damaged, chipping, peeling, or flaking paint. No assessment or inspection has been done to determine if the paint contains lead. Dwellings that have received a Certificate of Inspection in the last year are listed as Housing Conservation Compliant. Users of the housing registry are cautioned that disturbance of painted or coated surfaces in this category of dwelling could release lead hazards. and “lead-based paint hazards” are defined
in 40 CFR 745 Subparts L and D respectively.
The Protect Your Family From Lead In Your Home pamphlet informs people
about how to reduce lead exposure where they live. It was developed
by the Environmental Protection Agency in response to congressional
concerns over public knowledge of lead – based paint exposure.
Distribution of the pamphlet is recommended at the time of lease
to new tenants and a new EPA regulation requires renovators who work
for pay, to distribute the pamphlet to property owners and occupants
of most housing built prior to 1978 before starting the work. |
