Skinker-DeBaliviere Community Council

What Is The Skinker DeBaliviere Community Council?

Skinker DeBaliviere Community Council was established in 1966. Delmar Baptist Church, (now New Cote Brilliante Church of God), Grace Methodist, St. Roch Church, and Washington University, along with neighborhood associations of the times - Rosedale Neighbors and Washington Heights - came together to improve the neighborhood.

Through the years, the nature of some of the programs, as well as the neighborhood's residential base, has changed. But much remains the same. The role of the Council has evolved as well. It continues to serve as a forum where neighbors raise concerns, forge solutions, and address problems.

The Council assists in the ongoing improvement of the neighborhood, working with City of St. Louis, neighbors and the Alderman to keep a finger to the pulse of the neighborhood and to identify, assess, and resolve immediate concerns.

Much of the Council's work is done through its various committees: Beautification, Security, Recreation, Social Services, Residential Development, and Commercial Development.

The Transportation Committee addressed the many issues surrounding the proposed Metrolink extension through our community. The Playground Committee worked to build a facility to meet the needs of the youngest residents.

Other offshoots of the Council include the Apartment Owners Association, Delmar Business Owners Association and the West End Arts Council. The Council has been and continues to be many things to many people. It is here to serve the needs of all the residents.

Its Board meets the Second Monday of Each Month at 7:00 PM. All Council meetings are open to the public, and all residents are welcome to attend.
