The Hill, St. Louis, MO

Due to the traffic congestion on Hampton Ave., MoDOT is taking steps to make the Interstate 44 and Hampton interchange function more efficiently. This project is having an enormous impact on our neighborhood with the potential to increase already high noise levels and locating the highway even closer to our homes. The impact area is between Hampton and Macklind.

The Hill 2000 Neighborhood Association and local residents are working to determine if MoDOT followed the correct procedures when evaluating this project and whether they have followed the guidelines set forth by the Federal Highway Administration as they pertain to the noise impact on the neighborhood.

The Federal Highway Administration (FHWA) requires MoDOT to complete a sound study any time it plans to add through lanes to an existing highway or change the location of a road. Sound walls can help lessen the noise impacts of the roadway improvement and provides noticeable sound reduction for houses closest to the highway. They do this by providing a barrier between houses and highway traffic. Communities are eligible for a sound wall only if noise levels are at 66 decibels or above. A sound wall can reduce noise levels from five to 10 decibels. Our independent tests determined that the noise level is greater than 66 decibels.

The Missouri Department of Transportation wants to defer the cost of the sound walls to the local government but the Hill 2000 Neighborhood Association and local residents feel that this should have been included in the original project plan and funds allocated on the state and federal levels. Unfortunately, the cost is prohibitive to be handled solely through local (city) budget.
